The U.S. Army Corps of Engineers is hosting an Industry Day/Pre-Solicitation Conference on Wednesday, 14 October 2026.  The conference will offer a venue to provide information for an upcoming contracting opportunity, as well an opportunity for a Site Visit.  This event is open to Large, Small and Socio-Economic Businesses who are registered in System for Award Management (SAM.gov) for the NAICS Code 236220 (Commercial and Institutional Building Construction).


The Government is planning on issuing a construction solicitation for the design and construction of the Fort McCoy Multipurpose Athletic Field using the Design-Build-to-Budget delivery method.  The Project Description is provided under the "Project Information” section of this announcement.



This is not a Request for Proposal, an Invitation for Bid, or a Request for Quotation.  Therefore, this event is not to be construed as a commitment by the Government to enter into a contract nor will the Government pay for information provided to the Government in a response nor pay for administrative costs incurred attending the Industry Day event.  No reimbursement will be made for any costs associated with travel or providing information in response to this announcement.

PROJECT INFORMATION:



Multipurpose Athletic Field – Army Combat Fitness Testing

This project utilizes a Design-Build-to-Budget delivery method to design and construct a new facility to contain a 54,600 SF multipurpose athletic field at Fort McCoy, Wisconsin.  The facility shall consist of a 200 meter rubberized running track and an artificial turf infield (sized according to Army Techniques Publication (ATP) 7-22.01 Holistic Health and Fitness Training requirements) for completing the annual Army Fitness Testing (AFT).

Supporting facilities include site development, modification to existing improvements, utilities and connections, lighting, paving, sidewalks, storm drainage, information systems, landscaping and signage. Consistent temperature control inside the facility shall be provided by self-contained systems.  ATFP measures in accordance with the Department of Defense (DoD) Antiterrorism for Buildings will be provided.

A life safety analysis of the facility shall be conducted to determine compliance with UFC, IBC, and NFPA codes and standards. A new addressable fire alarm system shall be installed in the facility that is compatible with the existing base fire alarm reporting system.

Comprehensive building design services shall be required.  Accessibility for individuals with disabilities shall be required.  The multipurpose athletic field will be periodically occupied and shall require adequate clearance and circulation for personnel, maintenance and operations.

Utility connections and telecommunications system(s)shall be coordinated.  The facility shall be designed to a minimum life of 40 years and in accordance with DoD's Unified Facilities Criteria (UFC) 1-200-02 High Performance and Sustainable Building Requirements including energy efficiencies, building envelope, and integrated building systems performance.  This is not a continuously used facility, and during periods of non-use utilities will be reduced or disconnected to conserve energy.
