Full Description
A Market Survey is being conducted to gather information and feedback from the construction industry to help shape the acquisition strategy for this Design-Build-to-Budget project. The Government is seeking input from all interested business concerns, including Large Businesses, Small Businesses, and certified HUBZone, 8A, Woman-Owned, and Service-Disabled Veteran-Owned Small Businesses. The information gathered will be used to refine the Government's procurement approach for this project delivery method and to determine the potential for a Small Business Set-Aside. If your firm is interested in this project as a prime contractor, please respond appropriately.

Project Title: Fort McCoy Multipurpose Athletic Field – Army Combat Fitness Testing
Project Description:
This project will be solicited as a Design-Build-to-Budget project. The purpose of this solicitation method is to maximize the achievable scope within a target budget ceiling (currently estimated at $14,676,000). The Design-Build to Budget project will consist of a contractual budget ceiling for which contractors will propose the quantities, configurations, construction type and other innovations that the proposing contractor can complete within the budget ceiling. Negotiations will occur with those offerors invited to Phase II to finalize the scope and cost after receipt of initial proposals. The goal is to allow maximum flexibility in design and construction. The Government intends to only include the basic requirements in the RFP. This will be a two (2) phase Design-Build procurement.
Fort McCoy has no facility large enough to allow indoor Army’s Holistic Health and Fitness (H2F) system activities or Army Fitness Test (AFT) testing in the winter months or during weather events. Currently outdoor activities are conducted on an existing Physical Training area consisting of an outdoor running track and a hand-to-hand combat training area. Students are required to complete the AFT outdoors in inhospitable conditions or must try to obtain a waiver for this component of their class. The site does not provide protected areas from the elements for the Soldiers during or in-between events.
This project will utilize a Design-Build-to-Budget delivery method to design and construct a new facility to contain a 54,600 SF multipurpose athletic field at Fort McCoy, Wisconsin. The facility shall consist of a 200 meter rubberized running track and an artificial turf infield (sized according to Army Techniques Publication (ATP) 7-22.01 Holistic Health and Fitness Training requirements) for completing the annual Army Fitness Testing (AFT).
Supporting facilities include site development, modification to existing improvements, utilities and connections, lighting, paving, sidewalks, storm drainage, information systems, landscaping and signage. Consistent temperature control inside the facility shall be provided by self-contained systems. ATFP measures in accordance with the Department of Defense (DoD) Antiterrorism for Buildings will be provided.
A life safety analysis of the facility shall be conducted to determine compliance with UFC, IBC, and NFPA codes and standards. A new addressable fire alarm system shall be installed in the facility that is compatible with the existing base fire alarm reporting system.
Comprehensive building design services shall be required. Accessibility for individuals with disabilities shall be required. The multipurpose athletic field will be periodically occupied and shall require adequate clearance and circulation for personnel, maintenance and operations.
Utility connections and telecommunications system(s) shall be coordinated. The facility shall be designed to a minimum life of 40 years and in accordance with DoD's Unified Facilities Criteria (UFC) 1-200-02 High Performance and Sustainable Building Requirements including energy efficiencies, building envelope, and integrated building systems performance. This is not a continuously used facility, and during periods of non-use utilities will be reduced or disconnected to conserve energy.
The available funding for this project is capped at $14,676,000. Prospective offerors should design to, and propose a price that approaches, this maximum budget to maximize the technical value and betterments offered to the Government. Any proposal exceeding this $14,676,000 cap will be deemed non-compliant and ineligible for award. NAICS code is 236220 (Commercial and Institutional Building Construction). All interested prime contractors should respond to this survey via email by 17 October 2026 by 11:59 PM Eastern Time.
Responses should include:
- Identification and verification of the company’s size status under NAICS 236220 (Large Business, Small Business, and certified HUBZone, 8A, Woman-Owned, and Service-Disabled Veteran-Owned Small Businesses)
- Contractor’s Unique Entity Identifier (UEI) Number and CAGE Code(s).
- Information on the Contractor’s ability to be bonded showing current single and aggregate performance and payment bond limits.
- Descriptions of Experience – Interested construction firms must provide no more than three (3) example projects with either 95% completion or projects completed in the past six (6) years where the interested firm served as the Prime Contractor.
- Each project must include the following:
a. Name
b. Title
c. Project Role
d. Email Address
e. Telephone Number
f. At least one (1) reference. References may be used to verify project size, scope, dollar value, percentages, and quality of performance.
- Documentation/Information demonstrating experience managing multiple sub-contractors.
- Example projects must be of similar size and scope.
a. Projects similar in scope to this project include:
(1) Artificial turf athletic fields, running tracks, building foundations.
b. Projects similar in size to this project include:
(1) Projects having a combined square footage of at least 40,000 SF.
c. Based on the information above, for each project submitted, include:
(1) Current percentage of construction complete and the date when it was or will be completed.
(2) Size of the project (combined SF, acres of construction site, etc.)
(3) Scope of the project (specific trades, site work, utility connections, mechanical systems, HVAC commissioning, roof systems, etc.)
(4) The dollar value of the construction contract and project delivery method (whether it was Design-Bid Build, Design-Build, Design-Build-to-Budget, Progressive Design-Build, CMAR, etc.).
(5) The portion and percentage of work that was self-performed. Describe the work your company self-performed. Must be at least 15% self-performed.
- Prescriptive "Showstoppers": Are there any requirements in our functional description that appear overly prescriptive or "locked-in" that might prevent you from offering a more innovative or cost-effective solution to meet the mission?
- Innovation Opportunities: In this building type, where do you typically see the most opportunity for an integrated design-build team to provide "more for the money" (e.g., modular systems, envelope efficiency, MEP coordination)?
- Long-Lead Warning: Even without a full design, are there specific systems common to this facility type (e.g., generators, custom AHUs, specialized equipment) that are currently experiencing lead times that would threaten the proposed project schedule?
- Local Labor Constraints: Are there specific trades in the project area that are currently over-extended or in short supply that could impact the project's risk profile?
- The prime contrcactor must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm’s own employees for general construction-type procurement. Include the percentage of work that will be self-performed on this project, and how it will be accomplished.
Stipend Information & Questions
The Government is considering offering a stipend to unsuccessful offerors in Phase II of this Two-Phase Design-Build-to-Budget procurement. Stipends may be used to encourage participation and competition from highly qualified firms, particularly when a project requires significant design effort and up-front proposal costs. Your feedback is crucial for our market research and will help inform the acquisition strategy for this project.
