AI Contract Overview
This contract, solicitation number W9128F26QA029, issued by the U.S. Army Corps of Engineers Omaha District, seeks the procurement and installation of a Hydraulic Vertical Pivot Gate at the Fort Peck Outside Maintenance Facility in Montana. The project involves replacing an existing double swing gate with a new hydraulic pivot gate, which includes a variety of appurtenances such as a cold weather package, radio control systems, detectors, magnetic locks, and other safety and operational components. The work spans a 365-day performance period starting May 1, 2026, and requires the removal of the existing gate, delivery and installation of the new gate system, and compliance with technical specifications, drawings, and a statement of work. The solicitation provides updated drawings and wage determinations through amendments, with specific submission deadlines and clear instructions for proposal updates. The estimated contract value falls broadly between $100,000 and $250,000 and is designated as a total small business set-aside under NAICS code 238990. Evaluation of offers will emphasize technical capability and past performance over price, using a best value tradeoff approach rather than lowest price technically acceptable. Offerors must demonstrate compliance with detailed technical specifications and submit references for similar completed projects. The contract incorporates numerous FAR and DFARS clauses, many with authorized deviations, covering areas such as small business program representations, site conditions, safety, subcontracting, warranty of construction, and security prohibitions. Special contract requirements include security clearances for unescorted access, mandatory antiterrorism and suspicious activity training, and adherence to Personal Identity Verification protocols. Invoicing and payment will be administered through the Fort Peck Project Office, and all proposals must include updated SAM registrations and comply with applicable federal acquisition regulations. The contract also mandates careful handling, packaging, and preservation of materials, including labeling for country of origin and compliance with Buy American and Trade Agreements Act requirements. Site visits are scheduled prior to submission deadlines to allow prospective contractors to examine the facility and project site. Overall, this contract entails a firm fixed price award for a specialized security and infrastructure upgrade at a critical government facility, with rigorous technical, administrative, and security requirements.
