Juvenile Services within the area of Garza County, Texas

Solicitation # 15BRRC26R00000006

The Federal Bureau of Prisons is soliciting proposals for the comprehensive management and operation of a secure juvenile correctional facility with work release located in Garza County, Texas. This indefinite-delivery, indefinite-quantity contract utilizes firm-fixed unit prices to provide secure housing and rehabilitation services for male and female federal juvenile offenders. The requirement specifies a guaranteed minimum of 13 beds and an estimated maximum of 20 beds. The contract structure consists of a one-year base period followed by four one-year option periods, with an additional possibility for a six-month extension. The selected provider must ensure the facility is fully operational within 120 days of the award. The government intends to award a single provider based on the best interest of the government, with non-price factors—specifically past performance and technical/management capabilities—weighted significantly more than price. Key requirements include adherence to American Correctional Association standards, ADA compliance, and strict cybersecurity attestations for protecting Department of Justice information. Contractors are responsible for maintaining safety, security, and case management while complying with federal, state, and local building codes. Performance is monitored through a quality control plan and a performance summary table, where failures in vital functions may result in a withholding of up to 5 percent of monthly invoices.
