FOX-A and FOX-1 Remediation Construction

Public Services and Procurement Canada, on behalf of Crown Indigenous Relations and Northern Affairs Canada, is issuing a Letter of Interest for the remediation of the FOX-A site on Bray Island and the FOX-1 site on Rowley Island in Nunavut’s Foxe Basin, both former Distant Early Warning Line and Short Range Radar locations. This notice is not a solicitation but a pre-procurement indication to allow industry to prepare for an upcoming competitive Request for Proposal expected in the fall or winter of 2026. The project involves the comprehensive cleanup of hazardous and non-hazardous waste accumulated from decades of military operations, including the excavation and disposal of over 1,700 cubic meters of contaminated soils, the decommissioning of up to twelve petroleum storage tanks ranging from 4,500 to 75,700 liters in capacity, and the safe removal and management of PCBs, lead-painted materials, asbestos, and petroleum hydrocarbons. Work must comply with the Abandoned Military Site Remediation Protocol, Nunavut’s Safety Act and occupational health regulations, and require approvals from the Nunavut Impact Review Board, land use and water authorities, and quarry permits. All proposed contractors must be registered in the Inuit Firm Registry, and the selection will be based on the highest combined rating of the Inuit Benefit Plan, technical merit, and price. Site access for pre-tender visits will require personal protective equipment including CSA-approved safety boots and high-visibility vests, and participants must adhere to site-specific health and safety plans due to challenging terrain and extreme weather conditions. The place of performance is Clyde River, Nunavut, and supplemental environmental investigations are planned for summer 2026 to inform the final scope. No contract value, pricing, or detailed delivery timelines are included at this stage, as this is a notice of intent only, with full solicitation details to follow in the formal RFP.
