FOX-A and FOX-1 Remediation Construction

Public Services and Procurement Canada, on behalf of Crown Indigenous Relations and Northern Affairs Canada, has issued a Letter of Interest and Advance Notice to Industry for the remediation of the FOX-A and FOX-1 sites on Bray Island and Rowley Island, Nunavut. This notice is not a bid solicitation but a preparatory announcement for a competitive Request for Proposal expected in the fall or winter of 2026. The project involves the environmental remediation of former Distant Early Warning Line and Short Range Radar sites, focusing on the management of contaminated soils, petroleum, oil, and lubricant fluids, hazardous materials such as PCBs and asbestos, and the decommissioning of petroleum storage tanks. The upcoming procurement will be limited to firms registered on the Inuit Firm Registry, with a strong emphasis on maximizing Inuit employment and business opportunities. Evaluation for the future contract will be based on the highest responsive combined rating of technical merit, price, and an Inuit Benefit Plan. An optional pre-tender site visit was scheduled for July 26, 2026, with a contingency date of July 27, 2026. All work must comply with the Abandoned Military Site Remediation Protocol, Nunavut safety regulations, and various environmental permits and licenses.
