FOX-A and FOX-1 Remediation Construction

Public Services and Procurement Canada, acting on behalf of Crown Indigenous Relations and Northern Affairs Canada, has issued a pre-solicitation notice for the remediation of the FOX-A and FOX-1 sites located on Bray Island and Rowley Island in Nunavut. This project, identified by solicitation number EW699-261297, involves the environmental remediation of contaminated soils, liquids, hazardous materials, and non-hazardous debris, as well as tank decommissioning at these remote Arctic locations. The procurement is specifically limited to firms registered on the Inuit Firm Registry, with a strong emphasis on maximizing Inuit employment, training, and contracting opportunities. The current phase is a preparatory industry engagement and not a formal bid solicitation. An optional pre-tender site visit was scheduled for July 26-27, 2026, to provide interested firms with preliminary project details and logistical insights. A competitive Request for Proposal is expected to be issued in the fall or winter of 2026. The final selection will be based on the highest responsive combined rating of the Inuit Benefit Plan, technical merit, and price. All work must comply with the Abandoned Military Sites Remediation Protocol, Nunavut safety laws, and petroleum storage regulations, while adhering to regulatory pathways involving the Nunavut Planning Commission and the Nunavut Impact Review Board.
