RFP for ENHANCED USE LEASE (“EUL”) OPPORTUNITY COMMERCIAL POWER GENERATIONThe Department of the Army is soliciting competitive proposals for long-term Enhanced Use Leases (EULs) to develop commercial power generation facilities on non-excess land at seven military installations: Aberdeen Proving Ground, Fort Detrick, Fort Drum, Letterkenny Army Depot, Picatinny Arsenal, Tobyhanna Army Depot, and West Point Military Reservation. The selected offeror(s) will be responsible for fully financing, designing, permitting, constructing, owning, operating, maintaining, securing, and ultimately decommissioning a power generation project utilizing natural gas, geothermal, nuclear, or solar energy sources, with nuclear projects capped at 500 megawatts per unit. All power produced during normal grid operations must be sold to a third-party off-taker identified and secured by the lessee, while the facility must provide essential energy resilience to the Army during any grid outage exceeding four hours. The lease term will be fifty years, with the possibility of an additional renewal period if proposed by the offeror and approved by the Army. Consideration for the lease must equal or exceed the fair market value of the land over the lease term and may be paid in cash, in-kind, or a combination thereof, with a preference for in-kind consideration such as construction of new facilities, utility services, or property improvements beneficial to the Army. The project must be financially self-sustaining with no direct funding or contribution from the Department of the Army.
