Notice of Combined Synopsis/Solicitation

This is a combined synopsis/solicitation for commercial products prepared in accordance with the applicable Revolutionary FAR Overhaul (RFO) Part 12 procedures. This announcement constitutes the solicitation; quotations are requested, and no separate written solicitation will be issued beyond the RFQ documents included in this posting.

This acquisition is a 100% total small business set-aside. The solicitation incorporates provisions and clauses by reference and in full text as provided in Attachment 2. The current text of Federal Acquisition Regulation provisions and clauses is available at https://www.acquisition.gov/.

Requirement

The Federal Bureau of Prisons, Federal Prison Camp - Bryan, seeks a responsible small business to supply and deliver two (2) 25-ton single-packaged air-conditioning units with gas heat, 208/230V, three-phase, 60 Hz, for Government installation at the ICC Building. This is a supply-and-delivery-only acquisition; installation is not included. Equipment and materials shall conform to Attachment 3, Statement of Work/Specifications. Quotations shall identify the manufacturer and model of the proposed units and include complete manufacturer product data sheets and specifications demonstrating compliance with the SOW. The Government-approved SOW controls the technical requirement.

Delivery destination: Federal Bureau of Prisons, FPC Bryan, 1100 Ursuline Avenue, Bryan, TX 77803. Deliveries may be received Monday through Friday, 8:00 a.m. to 2:00 p.m., excluding Federal holidays, as stated in the SOW. FOB destination. Quoters shall expressly provide their proposed delivery date.

Acquisition and quotation requirements

NAICS: 333415 (size standard shown in Attachment 2: 1,250 employees). Product Service Code: 4120. Contract type: firm-fixed-price. Vendors shall submit a completed SF 1449 (Attachment 2), firm-fixed unit and extended prices for both units including delivery, manufacturer/model identification, complete technical literature, and a proposed delivery date. Quotation deadline: November 4, 2026, at 11:00 a.m. Eastern Time

Questions deadline: October 29, 2026, at 11:00 a.m. Eastern Time

Basis for award

The Government intends to make one firm-fixed-price award to the responsible, eligible small business whose quotation represents the best value to the Government, considering (1) Technical Acceptability, (2) Delivery Schedule, and (3) Price. Technical compliance will be evaluated against the SOW based on submitted manufacturer literature. Delivery will be evaluated against the quoter’s proposed schedule; an earlier achievable delivery date may provide additional value. Technical Acceptability and Delivery Schedule, combined, are more important than Price. The Government may select a higher-priced quotation where documented technical or delivery benefits justify the premium, or a lower-priced quotation when such benefits do not justify additional cost. The Government may make award without discussions.

Registration, funding and payment

Quoters must comply with the SAM.gov registration and representation requirements applicable to this solicitation and award. The Government will verify registration, exclusions, responsibility, and small-business eligibility before award.

Issuance of this RFQ does not obligate the Government to make an award or reimburse quotation preparation costs.

Payment will be made by electronic funds transfer in accordance with FAR 52.232-33, Payment by Electronic Funds Transfer—System for Award Management.
