Dear Vendor: This dispatch serves as a pre-solicitation notice in reference to the following information. Federal Prison Camp Yankton intends to award a single, firm-fixed-price type for the requirement of Writer in Residency services. The contractor will develop lesson objectives, plans, and prepare a viable course curriculum. The contractor will prepare and present creative writing workshops for the inmate population. The contractor will organize inmate talents found in the general inmate population with a goal of publishing a book featuring select works. The contractor will design, edit, and finish a final digital product ready for publication. The government intends to award a single, firm-fixed-price type purchase order in accordance with the acquisition procedures established in FAR Part 13, to the offeror whose evaluated offer represents the best value lowest price technically acceptable (LPTA). The lowest priced quote will be evaluated based on a value continuum that represents the best interest of the government. First, if the lowest priced quote is found not acceptable, the government will evaluate the next lowest priced quote until an acceptable quote is identified. Higher priced quotes remaining will not be evaluated. The following ratings will be used to evaluate each factor: Acceptable - Quotation clearly meets the requirements of the Statement of Work Unacceptable - Quotation does not clearly meet the requirements of the Statement of Work Factor 1 - Technical Capability This standard is met when the offeror has provided a narrative response that clearly demonstrates its understanding of an approach to accomplishing the requirements set forth in the Statement of Work and includes all areas to be addressed, to include warranty requirements. A quote that does not address all items may be rated as Unacceptable. Factor 2 - Past Performance Offerors shall demonstrate relevant past performance as it relates to the probability of successful accomplishment of the contract requirements. Past performance references shall be included in the offeror's quote for evaluation purposes. Relevance of past performance includes depth, breadth, currency, similarity, and quality of the past performance within the past three (3) years. Quality of services may be defined as how well the offeror has complied with contract requirements and whether it conformed to standards of good business practices. It includes performance of enterprise level services similar to those identified in the SOW, its record of conforming to standards of good workmanship, adherence to contract schedules, and its history of commitment to customer satisfaction. The Government may supplement the information provided by the offeror with information the Government obtains through reference checks, its own knowledge/experience, and/or from other sources. These sources may include, but not limited to, other Government contracting offices, the Contractor Performance Assessment Reporting System (CPARS), and the Past Performance Information Retrieval System (PPIRS). A quote that does not meet these criteria may be rated as Unacceptable. THIS IS NOT A REQUEST FOR QUOTATION. DO NOT SUBMIT QUOTES BASED ON THIS NOTICE, THEY WILL NOT BE CONSIDERED AT THIS TIME.
