The Department of Veterans Affairs Great Lakes Acquisition Center plans to award a sole source contract to the University of Wisconsin Madison to provide academic support services for the VA Food & Agriculture Rehabilitation and Employment Supports (VAFARMS) program. This program, established under Senate Bill 1557, offers formal training through a two-year certificate program via the University of Wisconsin-Madison’s Farm and Industry Short Course, focusing on various agricultural specialties tailored to veterans' employment needs. The contract requires the university to deliver academic advisement, participant support, coordination with the Farm and Industry Short Course program, vocational training development, and outreach to the farming and food processing industries. Key personnel includes a Graduate Research Assistant who will serve as the primary contact for VA offices, provide academic advising, support vocational training adjustments, and facilitate veteran-related lectures and outreach efforts. The Graduate Research Assistant’s duties encompass advising veterans before and after farm placements, developing an online database to track farm partnerships, and ensuring training curricula meet veterans’ specialized needs. Outreach will aim to link veterans with appropriate agricultural workplaces, aligning with their preferences and the needs of industry partners. This acquisition will be a firm fixed price contract conducted under simplified acquisition procedures with no competitive solicitation, as this is deemed the only source capable of fulfilling the agency’s requirements. Interested firms were invited to submit capability statements by a specified deadline, but in the absence of responses, the VA will proceed with negotiations directly with the University of Wisconsin Madison.
