Services for Positive Behavior Supports

The Passaic City School District, through the Assistant Superintendent of Curriculum and Instruction, is soliciting proposals under RFP 22-27 for professional consulting services to enhance Social-Emotional Learning (SEL) and positive behavioral supports. The selected vendor will provide professional development, coaching, and consultation to teachers and staff, focusing on proactive classroom management, student de-escalation, and the creation of inclusive learning environments. The scope of work includes service preparation meetings, debriefing, and the provision of materials for PowerSchool projects. Proposals must be submitted electronically via the district's procurement portal by November 18, 2026. Award decisions will be based on a points-weighted evaluation consisting of technical criteria (40%), management qualifications and experience (40%), and cost (20%). To be eligible, vendors must be listed on the Department of Education’s Approved List of Clinics and Agencies and provide comprehensive certifications, including ownership disclosures and non-involvement in prohibited activities in Russia, Belarus, and Iran. The contract requires professional liability insurance with limits of $1,000,000 per occurrence and a $3,000,000 aggregate. Compliance with the New Jersey Anti-Bullying Bill of Rights Act and strict student confidentiality standards is mandatory. Payment is subject to Board of Education approval and requires detailed documentation, including Student Service Verification Reports (SSVR), signed activity reports from school administrators, and teacher time reports. Invoices must be submitted within 30 days of service, with a standard payment term of 90 calendar days. Administrative costs are capped at 5% and must be billed separately. The contractor must also adhere to New Jersey non-discrimination laws and the Americans with Disabilities Act of 1990.
