Technical support must be available Monday through Friday, 8:30 AM to 4:30 PM ET excluding federal holidays, and all deliverables must be submitted in editable formats with strict accuracy, clarity, and timeliness criteria. Contractor performance will be evaluated under the Contractor Performance Assessment Reporting System with opportunities for 30-day review and rebuttal, and the Quality Assurance Surveillance Plan will define performance standards and surveillance methods. The contractor must disclose any organizational conflicts of interest within three business days and is strictly prohibited from accessing taxpayer data or classified systems. Personnel may be required to undergo background checks for on-site work at Treasury facilities in Washington, DC, and must provide full name, birth date, Social Security number, and citizenship status at least three business days in advance. The platform will be developed primarily at the contractor’s own facility with virtual collaboration preferred for routine support, though limited on-site presence may be required during initial deployment.
