Framework Agreement for DNA, Drug and Alcohol Testing Services

The City and County of Swansea is establishing a Framework Agreement under solicitation CCS/26/257 for accredited testing services to support statutory functions, including social care, safeguarding, and legal proceedings. The framework is divided into two lots: Lot 1 for Drug and Alcohol Testing Services and Lot 2 for DNA Testing Services, with each lot having an estimated value of 350,000 GBP excluding VAT. The scope of work includes identity verification for DNA testing and expert witness support where required. The agreement is scheduled to run from January 11, 2027, to January 10, 2032, with an option to extend for an additional 24 months through January 10, 2034. A maximum of six suppliers may be appointed to the framework, and the council may award contracts through either direct award or mini-competition. This procurement is designated as a light touch regime and is open to small and medium-sized enterprises as well as voluntary, community, and social enterprises. Interested parties must submit their tenders electronically via the eTenderWales portal by November 16, 2026, at 12:00pm. Submissions are accepted in both English and Welsh, and bidders may apply for one or both available lots.
