The Department of Energy’s National Energy Technology Laboratory plans to award a sole source contract to Vishwamitra Research Institute for the third phase of a project focused on developing a framework that applies stochastic analysis and multi-objective optimization to R&D problems of interest to NETL. This work involves advancing algorithms for efficient calculation of nonlinear and discrete multi-objective optimization under uncertainty, integrating uncertainty analysis and optimization tools into the NETL APECS software system, demonstrating these tools, and developing reduced order models to enhance the efficiency of specific process flowsheets. The principal investigator from Vishwamitra is the original inventor of the technology underpinning the project. This solicitation will not be competed, and no request for proposals will be issued; however, interested parties may express their interest and capability for consideration. The government retains full discretion regarding whether to proceed competitively based on such responses. The contract emphasizes continuation of software tool development, process synthesis techniques, and optimization methodologies tailored to NETL’s research needs, securing a single-source award due to the unique expertise and proprietary technology possessed by the Vishwamitra Research Institute.

The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to procure the following services on a sole source basis through Vishwamitra Research Institute. The services being procured are for the third phase of a project to develop a framework to apply stochastic analysis and multi-objective optimization to R&D problems of interest to NETL. The PI working for Vishwamitra Research Institute is the inventor of the technology being applied and developed for this project. The project will cover the following areas: Further development of algorithms for efficeient calculation of non-linear and discrete multi-objective optimization under the conditions of uncertainty; implementation of uncertainty analysis, optimization, process synthesis, multi-objective optimization and related software tools into the NETL APECS software system; Demonstration of the tools listed above; and Development of reduced order models to increase the calculation efficiency of the specific flowsheets of interest. Please note, this is NOT a Request for Proposals (RFP) and NO competitive solicitation will be issued as a result of this notice.
