Full Description
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase the following Frangibolt Fasteners on a sole source basis to Ensign-Bickford Aerospace & Defense. The Request for Quote (RFQ) number is N66604-26-Q-0412. The Government has been using the Frangibolts since 2024 in its infrastructure since it inherited the DARPA Hunter hardware to support the Government. There are no other Frangibolt fasteners in the open market that have the exact fit, form, and function as this product. Using a different model would require designing, the Government would have to find and/or design replacements for the functions of each Frangibolt actuator. This transition would result in labor hours spent redesigning and integrating new components, as well as implementing new operating procedures and electronic control structures to perform with the Government’s current infrastructure. This would result in significant duplication of cost and schedule delays. Therefore, this acquisition can only be obtained through Ensign-Bickford Aerospace & Defense.
This requirement is being solicited on an unrestricted basis as concurred with by the NUWCDIVNPT Office of Small Business Programs. The North American Industry Classification System (NAICS) code is 332510. The Small Business Size Standard is 750 employees.
This solicitation is not a request for competitive quotes. A determination not to compete this requirement is solely within the discretion of the Government. Quotes received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.

Required delivery is FOB Destination Newport, RI and delivery date is 9 October 2026 or sooner.
The CMMC level required by this RFQ is: CMMC Level 2 (Self). This CMMC level, or higher (see 32 CFR part 170), is required prior to award for each contractor information system that will process, store, or transmit Federal contract information (FCI) or controlled unclassified information (CUI) during performance of the contract. See Provision 252.204-7025 and Clause 252.204-7021, included in this RFQ.
The Offeror shall provide, in its offer, the CMMC unique identifier(s) (CMMC UIDs) issued by SPRS for each contractor information system that will process, store, or transmit FCI or CUI during performance of the contract resulting from this RFQ.
The Government’s method of payment is electronic payment via Wide Area Workflow (WAWF).
This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.
In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (IUD) for all delivered items for which the Government’s unit acquisition cost is $5,000 or more.
