Freeman Gulch Safety Improvements

The California Department of Transportation (Caltrans) is proposing the Freeman Gulch Safety Improvements project on State Route 14 in Kern County, California, covering post miles 46.20 to 58.60. The primary objectives of the project are to reduce collisions, enhance overall safety, preserve vegetation, extend the life of existing pavement, and improve access for multiple modes of transportation. The project is currently in the environmental review phase, utilizing an Initial Study with a Proposed Negative Declaration under the California Environmental Quality Act (CEQA). Environmental assessments indicate less than significant effects on water quality, biological resources, and greenhouse gas emissions, with construction emissions modeled using the Caltrans Construction Emissions Tool. The project is estimated to take 200 working days to complete, with a potential start date in 2029. Performance is centered in the Ridgecrest and Inyokern areas of Kern County. Administrative oversight is provided by Environmental Scientist Amber Stoerp. The project adheres to strict regulatory standards, including Title VI of the Civil Rights Act of 1964 and ADA Title II to ensure non-discrimination and accessibility for disabled persons. Public review and comment periods for the environmental documentation were scheduled from August 10 to September 8, 2026.
