Foot and Mouth Disease (FMD) Vaccine Antigen Concentrate (VAC)
Solicitation # 12639527R0001
Solicitation 12639527R0001 is a request for proposals issued by the USDA Animal and Plant Health Inspection Service (APHIS) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The requirement covers the purchase, storage, and production of Foot and Mouth Disease (FMD) Vaccine Antigen Concentrate (VAC), the conversion of Government-owned VAC into usable finished vaccines, and the direct purchase of finished vaccines. The contract has a ceiling price of 800 million dollars and a long-term performance horizon, featuring five one-year ordering periods starting approximately December 1, 2026, with conversion and delivery of finished vaccines extending through November 30, 2044. The scope of work requires the contractor to produce VAC capable of yielding at least 1.0 million doses and maintain these materials on their premises under strict quality control and temperature standards. Because live FMDV is a Tier 1 Select Agent, the contractor must hold a select agent authorization issued by CDC/APHIS. Finished vaccines must be packaged to maintain temperatures between 2 to 8 degrees Celsius for 24 hours and include electronic temperature monitors. Award will be based on the most advantageous offer considering technical capability, past performance from the last five years, and fair and reasonable pricing. Proposals must be submitted electronically to Stephen Tees by November 10, 2026, at 1700 CT, organized into four separate volumes.

The OPMED is conducting market research to identify technologies that meet requirements for the development of a freeze-dried platelet product for the treatment of trauma-associated blood loss in canines. This market research may also assist with the further development and/or refinement of the requirements.

Military Working Dogs (MWDs) play a critical role in protecting human lives and supporting military objectives in the operational environment. MWDs work in close conjunction with their handlers and Service Members and are exposed to the same combat trauma threats and similar non-battle injury risks, and thus canine blood or blood components are indicated for appropriate treatment.

The OPMED has a requirement to develop, deliver, and field safe and effective Canine Blood Products (CBP) for the treatment of traumatic hemorrhage. The CBP program is using a Family of Systems (FoS) approach that aims to develop multiple medical materiel solutions that are most relevant for use in austere environments where medical products and evacuation may be limited.
This RFI seeks responses to the canine freeze-dried platelet component of this FoS only.

North American Industry Classification System (NAICS) Code: Unknown.

Prototype development for Battlefield Wound Infection Prevention and Treatment (BWI P&T) Barrier Combination
Solicitation # HT9427-26-R-E020
The Defense Health Agency Contracting Activity is seeking a single award for the development of a Battlefield Wound Infection Prevention and Treatment Barrier Combination prototype. This product must integrate a physical wound barrier with antimicrobial and antifungal properties to prevent the spread of organisms and systemic infections in combat scenarios. The project aims to advance technologies from a preferred Technology Readiness Level of 5 or higher to a final state of TRL 7 or 8, culminating in mandatory U.S. Food and Drug Administration approval or clearance. The scope of work includes preclinical testing, human clinical trials, and the submission of regulatory packages such as New Drug Applications or Premarket Approval Applications. This procurement is conducted under prototype Other Transaction Authority 10 U.S.C. 4022, meaning standard FAR and DFARS regulations do not apply unless expressly referenced. The estimated period of performance is 48 months, divided into three primary objectives: prototype demonstration, clinical studies and regulatory submissions, and final FDA clearance. Proposals are due by November 6, 2026, and must be submitted in three distinct volumes covering technical approach, management capability, and administrative cost and price. To be eligible, offerors must be registered in the System for Award Management and meet specific criteria, such as being a nontraditional defense contractor or a small business.
