The Centers for Disease Control and Prevention, specifically the National Center for Environmental Health, intends to award a sole-source contract to Solomon Park Research Laboratories, Inc. for the acquisition of thirteen frozen human serum pools and associated shipping materials. This procurement falls under NAICS code 541380 for testing laboratories and has a performance period of 90 days. The acquisition is justified under 10 U.S.C. 2304(c)(1) and FAR Part 6.302-1, as the vendor is identified as the only source capable of providing materials that meet the strict Clinical Laboratory Standardization Institute C37A requirements necessary for the CDC Clinical Standardization Programs. These serum pools are critical for international reference points in clinical measurements, specifically for trueness control and calibration studies. Because Solomon Park Research Laboratories is the only certified vendor able to ensure the required quality, compatibility, and continuity of the program, no competitive solicitation will be posted. However, the government allowed interested parties to submit qualifications to Contracting Officer Tonya S. Justice by August 4, 2017, to determine if a competitive procurement was warranted.
