Fruitland Sewer Extension Preliminary Engineering Report

Wicomico County is soliciting proposals under solicitation 2027-RFP-033 for professional engineering services to develop a Preliminary Engineering Report (PER) for the Fruitland Sewer Extension Project. The primary objective is to evaluate alternatives for providing public sewer service to seven specific focus areas around Fruitland, prioritizing locations prone to septic system failure. The project assumes connection to the City of Fruitland municipal sewer system and treatment at the City of Fruitland WWTP. While the scope excludes analysis of the treatment plant's capacity, the selected vendor must identify necessary upgrades for existing downstream pumping stations and sanitary sewers. The PER must comply with USDA RUS Bulletin 1780-2 and build upon the Wicomico County Water and Sewer Master Plan from September 2021. The contract will be awarded based on best value for money, with evaluation heavily weighted toward demonstrated experience, technical expertise, and project approach (35%), as well as the capacity to deliver products timely (15%). Required deliverables include a life cycle present worth cost analysis of feasible options, detailed cost estimates, and conceptual schematics. The successful vendor must provide a lump sum fee proposal and execute an Agreement for Engineering Services using EJCDC documents per RUS Bulletin 1780-26. Key administrative requirements include providing a Maryland Certificate of Status, submitting insurance certificates within ten days of award, and executing the contract within fourteen days of receipt.
