The U.S. Navy’s NAVSUP Weapons Systems Support Nuclear Reactor Supply Chain Management Directorate is soliciting interest through a Request for Information (RFI) to establish Blanket Purchase Agreements (BPAs) for competitively procured hardware items under Federal Supply Class 5340, used in the secondary systems of naval nuclear reactors. This effort is structured as a Total Small Business Set-Aside under FAR 19.5 and is restricted exclusively to small businesses meeting the 650-employee size standard for NAICS code 326299. Although no formal solicitation is currently open, the government anticipates issuing approximately 478 delivery orders over a five-year period with an estimated total value of $6.5 million, aiming to maximize competition by awarding multiple BPAs. All potential suppliers must demonstrate technical and quality capabilities aligned with nuclear-grade requirements, including adherence to MIL-STD-2073 for packaging, MIL-STD-129 for marking and labeling, and specific barcoding standards that support hand scanning. Item-specific requirements include cleanliness standards such as STR-4P37 for components with the (SPC) suffix, shelf life compliance of at least 85% remaining at shipment for items like the Bumper (845-2180701PC401) with a 120-month life, and strict prohibition of mercury contamination throughout the supply chain. Contractors must maintain an approved quality management system compliant with ISO 9001, ISO 9002, ISO 9003, or MIL-I-45208, and be prepared for government source inspection and pre-award quality system surveys conducted by DCMA NSEO, which will serve as the primary contract administration office. All deliverables must include Records of Test and Inspection (ROTIs), Certificates of Compliance, and manufacturing process documentation, with data submittals tied to precise specification revisions, material grades, and test parameters. Suppliers must register in the System for Award Management (SAM), complete mandatory representations and certifications via ORCA, and maintain active access to the Wide Area Workflow system for electronic invoicing and receipt documentation. Security protocols require cleared personnel and strict control of Naval Nuclear Propulsion Information (NOFORN), while all subcontractors must flow down mercury, packaging, and quality clauses. Responses are limited to white papers submitted by July 8, 2026, with no cost reimbursement for preparation, and no proposals
