The contract supports the issuance of multiple fixed-price with economic price adjustment Communication Service Authorizations (CSAs) under the General Services Administration’s EIS Government-wide Acquisition Contract to perform special construction at Fort Belvoir, Virginia, in support of DISA J-6 Mission Partners. The work involves 30 non-severable telecommunications infrastructure projects, including the installation, relocation, or rearrangement of physical plant elements such as fiber cabling and access arrangements necessary to enable mission-critical voice and data services. All CSAs will be awarded in fiscal year 2026 and are funded through Operations and Maintenance appropriations using Program Designator Code funding, with a total ceiling of $14,167,553 based on estimated costs from the Ft. Belvoir Special Projects spreadsheet. The effort is a sole-source logical follow-on to Verizon Business Network Services LLC, the incumbent provider, justified by the contractor’s unique and intimate knowledge of the existing network infrastructure, which precludes competitive bidding due to the inability of other vendors to accurately estimate costs without prior access. Performance is based on successful completion of each construction task, with acceptance occurring on-site at Fort Belvoir upon functional activation of the enabled circuits, and the entire effort concludes upon full deployment, not by calendar date. The contracting activity is DISA’s Defense Information Technology Contracting Organization in Scott AFB, Illinois, with oversight responsibility held by DISA J-6 at the Pentagon, though specific contracting officer, COR, or COTR details are not provided. No formal contract clauses, evaluation factors, submission instructions, or representations from offerors were included in the documentation beyond the sole-source justification and pricing rationale governed by FAR 15.404-1. The North American Industry Classification System code is 517111 for telecommunications, and no additional packaging, marking, invoicing, or payment instructions are specified beyond the funding mechanism and task order structure under the EIS GWAC.
