FTC Air Traffic Control Tower

The U.S. Army Corps of Engineers Louisville District is soliciting proposals for the design and construction of a new Air Traffic Control Tower at Fort Campbell, Kentucky, under solicitation number W912QR26RATCT. This is a Firm-Fixed-Price, single-phase Design-Build-to-Budget procurement with a best value trade-off source selection process, and the estimated contract value ranges between $25 million and $100 million. The primary facility is a standard Design Flight Control Tower featuring comprehensive interior spaces including administrative offices, support areas, a control tower cab, Army Radar Approach Control space, server and equipment rooms, locker and break rooms, training and conference areas, and janitorial facilities. The tower will accommodate a passenger elevator servicing up to the tenth floor and will be fully accessible in compliance with disability access standards. Critical infrastructure systems include special foundations, backup power generation, an uninterruptible power supply, fire life safety systems, building control systems, electronic security systems, and an Energy Monitoring and Control Systems interface where applicable. Heating and cooling will be delivered via a self-contained system, and the facility must be designed to a minimum 40-year service life in accordance with DoD Unified Facilities Criteria UFC 1-200-02, including energy efficiency mandates. As Fort Campbell has classified the ATCT as a critical asset, the project requires enhanced antiterrorism measures beyond the minimum standards outlined in UFC 4-010-01, with the cost of these additional measures explicitly included in the Building Antiterrorism Measures line item, while baseline antiterrorism compliance is factored into the building unit cost. Supporting site improvements such as paving, walks, parking, and lighting are within scope, and comprehensive interior design and furnishings are required. The contract will be issued as a single-phase Design-Build-to-Budget arrangement under a Firm-Fixed-Price structure, with all proposals submitted electronically via SAM.gov, which is the sole platform for solicitation access, amendments, and submission. Offerors must maintain an active, valid registration in the System for Award Management (SAM) at the time of award, and joint ventures must register as a single legal entity.
