The government anticipates utilizing a Progressive Design-Build delivery method via Other Transaction Authority (OTA) under 10 U.S.C. section 2808a, though it is also considering FAR-based alternatives. The project will be executed in two phases: an initial collaborative design and pre-construction phase to refine requirements and costs, followed by a final design and construction phase based on a Guaranteed Maximum Price or Firm-Fixed-Price agreement. This effort involves working within secure and classified buildings and requires a phased execution strategy to manage remote-island logistics. Responses to the market research questionnaire are due by November 16, 2026.
