AI Contract Overview
The U.S. Army Corps of Engineers, Alaska District, is conducting market research for the anticipated Lowell Creek Tunnel Refurbishment project in Seward, Alaska, with no solicitation or bids being accepted at this time. The project involves extensive repair and rehabilitation of a 2,100-foot-long concrete-lined horseshoe-shaped tunnel that diverts Lowell Creek through Bear Mountain into Resurrection Bay. Work includes removing damaged concrete, replacing missing rails and reinforcement, repairing the intake transition, tunnel entrance, sidewalls, and invert, and reinstalling high-strength silica fume concrete with a metallic aggregate overlay. The project will require seasonal water diversion, likely during winter months, and is estimated to cost between $10 million and $25 million under a firm-fixed-price contract with Davis Bacon wage rates applying. Contractors must be capable of securing 100% performance and payment bonds and comply with all federal, state, and local regulations. All qualified prime contractors, both large and small businesses under NAICS code 237990, are invited to submit capability packages by June 30, 2026, to assist the government in determining its acquisition strategy. Submissions must include company details, SAM registration status, bonding capacity, and evidence of relevant experience on comparable projects within the past decade. Offerors must be registered in the System for Award Management and provide documentation in PDF format via email to the designated points of contact. Joint ventures must also be registered in SAM as a joint entity. Failure to register will disqualify a firm from future consideration. The government will use this information solely to assess market capability and define requirements ahead of a future competitive solicitation, with an anticipated award date in December 2026.
