1. Purpose


This Sources Sought Synopsis is being issued for market research and acquisition planning purposes only. It does not constitute a solicitation, Invitation for Bid (IFB), Request for Proposal (RFP), or commitment by the Government to issue a solicitation or award a contract. No reimbursement will be made for costs associated with responding to this notice.


The U.S. Army Corps of Engineers, Savannah District, is conducting market research to identify contractors with the interest, capability, equipment, and resources necessary to perform the Tybee Island Shoreline Protection Project. The results of this market research will be used to assist the Government in determining the appropriate acquisition strategy, including the availability and capability of small business concerns.


2. NAICS Code and Small Business Size Standard


The anticipated NAICS code for this acquisition is 237990 – Other Heavy and Civil Engineering Construction, which includes dredging and surface cleanup activities. The applicable small business size standard is $37.0 million.


For the dredging exception under NAICS 237990, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern to qualify as small for purposes of Government procurement.


3. Project Description


The Tybee Island Shoreline Protection Project consists of the periodic placement (renourishment) of compatible beach-quality sand along the federally authorized shoreline to restore storm damage reduction benefits, reduce coastal erosion, and maintain the authorized project template on a seven-year cycle.


The anticipated work consists of placement of dredged material along up to approximately 14,900 feet of the Front Beach and South Tip Beach at Tybee Island, Georgia. The project is located south of the Savannah Harbor Entrance Channel.


Beach-quality material will be obtained from an approved offshore borrow area located approximately 8,000 feet to 20,000 feet from the project area.


The anticipated work includes offshore dredging, hydraulic transport and placement of beach-quality sand, beach grading, environmental compliance, beach tilling, and other incidental work necessary to complete the project.


  • Approximate total dredging/placement quantity: up to 1,500,000  Cubic Yards (CY)
  • Estimated borrow-area water depths: -16 ft Mean Lower Low Water (MLLW)
  • Expected borrow material characteristics: light gray to light brownish gray, well graded (poorly sorted), fine sized sand with a shell content of approximately 8% by volume.

Due to environmental restrictions associated with sea turtle nesting season, beach placement is limited to the period between 1 November 2026 and 30 April 2027. The Government currently anticipates construction occurring between approximately late December 2026 and late March/early April 2027.


Based on the offshore borrow source and anticipated means and methods, the Government currently anticipates that performance will require a cutter suction dredge and associated plant capable of safely performing the offshore dredging and beach nourishment work.


The Government is specifically seeking industry information regarding available dredging equipment, equipment capability, production capacity, mobilization requirements, and availability during the anticipated construction period.


4. Information Requested


Interested firms are requested to provide the following information.


A. Interest and Availability


  1. Does your firm intend to compete for this project when a solicitation is issued?
  2. Does your firm anticipate having the personnel, dredging plant, support equipment, and other resources necessary to perform the project within the anticipated 90-calendar-day construction period, with completion by late March/early April 2027?
  3. Identify any known commitments or other circumstances that could affect your firm's ability to make the necessary resources available during the anticipated construction period.

B. Tybee-Specific Equipment Capability


Based on the project characteristics identified:


  1. Does the anticipated dredge for this project hold the load line certifications of meet requirements defined in 46 CFR subchapter E?
  2. Is the proposed dredge capable of safely dredging at the anticipated borrow-area depths of approximately -16 ft MLLW?
  3. Is the proposed equipment configuration capable of dredging and placing up to approximately 1,500,000 CY of the anticipated borrow material during the available construction period?
  4. Describe the proposed general dredging and pumping configuration for transporting material from the offshore borrow area to the beach, considering pumping distances of approximately 8,000 to 20,000 feet.
  5. Identify any equipment-specific limitations not otherwise addressed above, such as dredge size, draft, pumping distance, pipeline configuration, anchoring, or other physical/operational limitations that could materially affect performance.

C. Relevant Experience


Identify up to three projects completed within the past ten years demonstrating experience comparable to the anticipated Tybee work, preferably involving offshore borrow areas, cutter suction dredging, hydraulic beach nourishment, and similar pumping distances, quantities, and operating conditions.


For each project, provide:


  • Project name and location;
  • Customer;
  • Contract number, if applicable;
  • Contract value;
  • Completion date;
  • Dredge utilized;
  • Approximate quantity dredged;
  • Approximate dredging depth;
  • Approximate pumping distance;
  • General operating environment, such as ocean, inlet, harbor, bay, or river;
  • Material characteristics; and,
  • Brief description of the respondent's role and work performed.

D. Small Business Dredging Requirement


If the respondent represents itself as a small business under NAICS 237990:


  1. Confirm that the firm anticipates satisfying the requirement to perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern.

E. Bonding Capacity


Provide the firm's:


  • Single-project bonding capacity;
  • Aggregate bonding capacity; and,
  • Ability to obtain performance and payment bonds for a project with an estimated construction magnitude of $10 million to $25 million.

F. Industry Feedback


Identify any technical, equipment, schedule, acquisition, or other conditions described in this Sources Sought that could materially affect your firm's ability to compete for or successfully perform the project.


Respondents are encouraged to identify any project characteristics or equipment requirements that the Government should consider when developing the solicitation for the FY27 Tybee Island Shoreline Protection Project.
