This notice is being posted in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.203(a) and FAR 6.302-1(d)(2). This notice of intent is not a request for competitive proposals. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. United States Special Operations Command (USSOCOM) intends to solicit, negotiate, and award a Sole Source extension for up to 10 months for the current Indefinite Delivery, Indefinite Quantity (IDIQ) contract, H9240319D0003, for the Family of Tactical Helmet Systems (FTHS) with Gentex Corporation, 324 Main Street, Simpson, PA, 18407-1182, USA. The basis of this extension in the Justification and Approval will cite only one responsible source and no other supplies or services will satisfy agency requirements, as well as unacceptable delays in fulfilling the agency's requirements and substantial duplication of cost that is not expected to be recovered through a competition for the 10-month extension. The above contract is set to expire on 11 October 2025. The Program Executive Office-Special Operations Forces Warrior (PEO-SW) Program Management Protection and Integration (PM PI) intends to extend the current ordering period under H9240319D0003 for 10 months (i.e. until 11 August 2026). This extension is necessary to allow for additional time under the ongoing 10 USC 4022 Other Transaction Authority (OTA) for Prototype Project FTHS Ground Ballistic Helmets (reference SAM.gov Notice ID H9240324R00XX092324) competition, which USSOCOM has been conducting over the last 6+ months. Should USSOCOM have a successful performer under that competition, the intent is to award a follow-on production contract under that competition. All replies in response to this notice of intent to go sole source shall be provided to the Government no later than the due date. All inquiries and responses concerning this notice shall be sent in writing via email to David Tenenbaum at david.tenenbaum1@socom.mil and Carlos Cotto at carlos.cotto@socom.mil. Senders are responsible for ensuring the complete transmission and timely receipt.

The United States Special Operations Command (USSOCOM) is soliciting proposals for the Preservation of the Force and Family (POTFF) III Support Contract under solicitation H9240027RE001. This single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract focuses on optimizing Special Operations Forces operators and their family support systems to enhance readiness and lethality. The scope of work includes human performance labor, surge support, and a three-month initial phase-in period. The contract is structured with a five-year period of performance for primary labor and other services, with a potential six-month extension. Performance is governed by a Statement of Work and a Quality Assurance Surveillance Plan, with deliverables such as Monthly Status Reports and a Phase-Out transition plan required 18 months prior to completion. The government will award the contract based on best overall value, utilizing a tradeoff analysis where technical and past performance factors are significantly more important than price. Technical evaluation focuses on enterprise management, workforce operations, transition, and program management tools. Offerors must possess an active Top Secret Facility Clearance and maintain a minimum self-assessed Supplier Performance Risk System (SPRS) score of 110, with verification of CMMC Level 2 (Self) status. Proposals must be submitted electronically via the PIEE Solicitation Module by November 13, 2026, at 1700 Eastern Standard Time.
