Full Description
This notice is being posted in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.203(a) and FAR 6.302-1(d)(2).
This notice of intent is not a request for competitive proposals. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.
United States Special Operations Command (USSOCOM) intends to solicit, negotiate, and award a Sole Source extension for up to 12 months for the current Indefinite Delivery, Indefinite Quantity (IDIQ) contract, H9240319D0003, for the Family of Tactical Helmet Systems (FTHS) with Gentex Corporation, 324 Main Street, Simpson, PA, 18407-1182, USA.
The basis of this extension in the Justification and Approval will cite only one responsible source and no other supplies or services will satisfy agency requirements, as well as unacceptable delays in fulfilling the agency’s requirements and substantial duplication of cost that is not expected to be recovered through a competition for the 12-month extension.
The above contract is set to expire on 11 August 2026. The Program Executive Office-Special Operations Forces Warrior (PEO-SW) Program Management Protection and Integration (PM PI) intends to extend the current ordering period under H9240319D0003 for 12 months (i.e. until 10 August 2027). This extension is necessary to allow for additional time under the ongoing 10 USC 4022 Other Transaction Authority (OTA) for Prototype Project FTHS Ground Ballistic Helmets (reference SAM.gov Notice ID H9240324R00XX092324) competition, which USSOCOM has been conducting over the last 8+ months. Should USSOCOM have a successful performer under that competition, the intent is to award a follow-on production contract under that competition.
