The U.S. Embassy in Helsinki seeks to establish Blanket Purchase Agreements (BPAs) for the refueling of government-owned vehicles. This initiative intends to engage with one or more vendors with gas stations located along major Finnish roads, ensuring ease of access and convenience. A BPA functions akin to a credit account where multiple orders can be placed, but it does not create any binding contractual obligation until an actual order is made and fulfilled. The agreements are set for a duration of one year starting from the date of award or until the maximum allocated amount is exhausted, whichever comes first. Importantly, awarding a BPA does not assure any set quantity of business, and the U.S. Government retains the discretion to award multiple BPAs to various vendors, potentially rotating business among them. The solicitation is identified by the notice ID 99a7fb22ea5e40f2a691b075918657b8 and solicitation number 19F14025Q0004. The opportunity is posted under the jurisdiction of the U.S. Department of State, specifically from the U.S. Embassy in Helsinki. It was posted on January 2, 2025, with a response deadline set for January 10, 2025. Interested vendors must ensure their submissions comply with the timeframe specified. The opportunity falls under the NAICS code 457 and classification code 9130, and the primary point of contact for this solicitation is via email at [email hidden]. The place of performance is designated as Helsinki, Finland, indicating that the logistics and operations pertain to this geographical locale.

Full Description

The U.S. Embassy Helsinki has a requirement for refueling of government owned vehicles, and intends to award Blanket Purchase Agreements (BPAs) to one or more responsible vendors with gas stations readily available along major Finnish roads. A BPA is similar to a credit account established with vendors under which numerous orders may be issued. It establishes no contractual obligation until an order is issued and a delivery is made. BPAs will be in effect for a period of one year upon award or until the determined maximum amount has been spent, whichever occurs first. Please note that the award of a BPA does not guarantee any quantity of business and that the Government may choose to award BPAs to more than one vendor and rotate business.

Solicitation # 19AQMM-RFI-26-1008
The Security Technology Integration and Operations Support (STIOS) requirement is a market research effort by the U.S. Department of State, Bureau of Global Acquisitions, to identify qualified firms capable of supporting the Bureau of Diplomatic Security, Office of Security Technology. The scope involves the operation, maintenance, and enhancement of the Physical Security Information Management (PSIM) system and High-Definition Security Video System (HDSVS) enterprise. Key responsibilities include 24/7/365 operations center support, global security network operations, video analytics, 3-D facility modeling, IBM Maximo asset management, SharePoint development, and cybersecurity risk mitigation. The work follows a co-located operating model consisting of the Security Technology Operations Center (STOC) and the Integrated Operations Center (IOC). The anticipated period of performance is ten years, comprising a 12-month base period and nine 12-month option periods. Performance is primarily based in the Washington, DC National Capital Region, though domestic and overseas travel is required. Due to the sensitive nature of the work, a Top Secret facility clearance is mandatory. The government will evaluate performance using a Quality Assurance Surveillance Plan (QASP) with specific Acceptable Quality Levels (AQL), including a 99.9 percent availability standard for enterprise systems. This current effort is a Request for Information (RFI) under FAR Part 10 and 15.201(c)(7) to determine the availability of small businesses and other qualified vendors under NAICS code 541513.
