This contract seeks the procurement of Fuel Handler's Gloves manufactured according to the specified standard GL/PD-07-06-C. It is designated as a total small business set-aside, ensuring that only small businesses are eligible to compete. The contract will be an indefinite delivery, indefinite quantity (IDIQ) with firm fixed pricing and will span five years, divided into five annual tiers. The initial year requires a minimum order of 3,252 pairs of gloves with an estimated annual quantity of 13,008 pairs and a maximum order limit of 16,260 pairs, while subsequent years have no minimum quantity but maintain the same estimated and limit quantities. The solicitation includes a trade-off source selection process evaluating product demonstration models, technical risks, and past performance factors such as quality, delivery, and small business performance history. Deliveries will be made to three locations across the United States, with FOB destination terms, and inspection criteria dependent on the total value of each order. Orders below $300,000 will be inspected and accepted at destination, whereas orders valued at $300,000 or more require inspection and acceptance at the source. Offerors must submit product demonstration models prior to the solicitation closing and provide first article samples within 30 days post-award, followed by a 30-day technical evaluation. Initial production deliveries are scheduled no earlier than 180 days post-award. All manufacturing and materials must comply with domestic restrictions under federal statutes such as the Berry Amendment, necessitating sourcing and production entirely within the United States. Registration in the System for Award Management is mandatory for eligibility, and additional contract documents, specifications, and data can be accessed through DLA’s online technical data repository and bid board system.
