This is a public posting of the Justification and Approval (J&A) for Contract Number FA286026P0013, awarded to Clean Harbors Environmental Services Inc. on a sole-source basis under the statutory authority of RFO 6.103-2 Unusual and Compelling Urgency. 


1. Contracting Office: 316 Contracting Squadron, Joint Base Andrews, MD 20762.


2. Description of Action: This notice publicizes the J&A for the retroactive/immediate award of a Time and Materials (T&M) Purchase Order. Due to an active, severe fuel spill at Joint Base Andrews with an unknown source and volume, immediate remediation and containment services were required to prevent catastrophic environmental damage to Piscataway Creek and surrounding habitats.


3. Description of Supplies/Services: Clean Harbors Environmental Services Inc. was contracted to contain, capture, and dispose of jet fuel and jet fuel byproducts. Clean Harbors possessed the immediate mobilization capacity, specialized equipment, certified personnel, and pre-existing base access necessary to respond instantly.
