Amendment # 4; Extended Due Date:


The purpose for this amendment AFGSC is extending the response due date for this combined synopsis/solicitation  FP1024054.  The new due date and time is June 17, 2026/11:00 AM CST.


All other terms, conditions, specifications remain unchanged.


AMENDMENT #3; Attached Q&A's:


The purpose of this amendment is to attach 1 through 4 of Q&A's and Insurance provision letter.


AMENDMENT #2; Quote Validity:


The purpose of this amendment is to extend the required quote validity period.  All offerors shall ensure their quotes remain valid for 180 days from the date and time of the solicitation closes.  This extended timeframe will provide the government with the strongest opportunity to secure the necessary funding and ensure continuity in the procurement process.


AMENDMENT #1; Site Visit Sign-In Sheet Attached.


This is a Combined Synopsis/Solicitation for construction services issued to acordance with FAR 12.603 and FAR 36. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. 


The purpose is to award a Firm-Fixed Price (FFP) contract for the construction of a 40' x 60' prefabricated metal building at Vance Air Force Base, Oklahoma, per the attached Statement of Work (SOW).


The Government has authorized ASRC Federal Gulf State Constructors (AFGSC) the Prime Contractor to post this solicititation, contingent upon the availability of appropriated funds.  No contract award will be made until funds are available FAR 52.232-18.


 The Government and/or AFGSC reserves the right to cancel this solicitation if funding does not materialize. 


A. Techincal Proposal to include:


•Construction Plan and sequencing


•Schedule showing all major activities


•EM 385-1-1 Safety Plan


•SOW experience requirements of POC personnel.


•Product data for key items (metal building, insulation, doors, panelboard, heaters, lights)


B. Price Proposal:


Complete Appendix A - bid Form provided in the SOW package. 


Offerors shall ensure that all pricing, terms and proposals conditions remain valid through September 30, 2026 due to anticipated funding schedule.  Proposals not honoring this acceptance period may be deemed non-responsive.

Late proposals may not be considered or evaluated.


C. Site Visit; Attendance is strongly encouraged but not mandatory.


A site visit will be held on May 18, 2026 at 10:00 AM.  Location 400 Young Rd, Bldg 200, Rm 114, Enid, OK 73705.


All visitors must comply with Vance AFB access requirements, including Real ID compliant identification and adherence to installation security procedures,  along with vehicle registration and current insurance.  You will need to report to the Vance Visitor Center to obtain a pass.  Please notify Betty Kliewer; betty.kliewer.ctr@us.af.mil and/or Shannon Perry; shannon.perry.1.ctr@us.af.mil  at least 48 hours in advance of individuals planning to arrive to ensure base access.  If they are not a citizen of the US, they will need to bring a work permit, visa, or 1-94. 


No additonal site visits will be scheduled.


Questions and Answers (Q&A) Form will be provided as an attachment to this solicitation.  Offerors shall submit all questions using only the proved Q&A Form.  Due date: May 27, 2026 - 4:00 PM Central Time.

Any questions not submitted on the provided Q&A form, or received after the deadline, may not be answered.  Responses to questions will be issued via amendment on SAM.gov. 


No verbal questions will be accepted during the site visit or via telephone.


All bidders must be actively registered in SAM.gov at the time of proposal submission and at the time of award in accordance with FAR 52.207-7.  Offerors must have; An active SAM.gov registration, A valid UEI (Unique Entity Identifier) and Completed representations and certifications in SAM.gov.
