As part of its public-safety mission, Collin County Sheriff's Office (CCSO), 4300 Community Ave., McKinney, TX 75071, operates a 1,478-bed county jail, including a stand-alone minimum-security facility with 192 beds. In recent months, the jail's average daily population has trended over 1,000. The detention officers in admissions screen approximately 15,000 persons brought to the county jail each year. Screening includes searches and property checks under 37 Texas Administrative Code Chapter 265. These officers would use a new full-body scanner system to help perform this work. These officers create a new record—a "jailing"—for each arrested person taken into admissions. A jailing contains certain information, such as the person's name, TRN (incident tracking number), charge and arrest information, and criminal-history information. The County's facilities for an arrested person's first appearance before a magistrate are inside the county jail's admissions area. The magistrate does things like set bail and decide conditions of pretrial release (or denial of bail). Afterwards, detention officers release these persons from jail, or they transfer them to the jail's housing areas.
