The Naval Air Systems Command (NAVAIR) plans to award a contract for Full Rate Production of the Block V and Va Tactical Tomahawk All-Up-Round (AUR) cruise missiles, including related hardware, services, and support, with an anticipated award date in March 2026. The contract may encompass a base period and two options, covering the production of modernized missiles equipped with upgraded navigation, communications, and maritime strike capabilities. Key responsibilities include software support, obsolescence management, spares, canisters, and missile testing. The sole source for this effort is Raytheon, which has been the exclusive developer and manufacturer of the Tomahawk missile since 1994, holding all necessary technical data and manufacturing documentation for the Block V and Va configurations. Due to export-controlled data and Raytheon’s unique expertise and data rights, the company is the only known source capable of fulfilling the requirements within the required timeframe without incurring unnecessary costs. All responsible sources are invited to submit capability statements for consideration, although the data involved is restricted from foreign access. The contract will be managed by NAVAIR, located in Patuxent River, Maryland, with performance expected at Tucson, Arizona.

Full Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a contract for Full Rate Production (FRP) 22-24, which may include a base and two options for Block V and Block Va Tactical Tomahawk All-Up-Round (AUR) Cruise Missiles (TACTOM). Contract award is anticipated for March of 2026. This requirement is for Canistered Surface Ship Vertical Launch Tomahawk Block V and Va AUR missiles and related hardware/equipment and services. TACTOM missiles in a Block V configuration are Modernized, which include a navigation and communications (NAV/COMMs) upgrade. TACTOM missiles in a Block Va configuration are Modernized, including NAV/COMMs upgrade and Maritime Strike Tomahawk (MST) upgrade. In addition to other related items/services, this may include Software support and obsolescence management and resolution, spares, MK10 canisters, and production acceptance test missile and flight test missile preparation and test support. NAVAIR intends to award this effort to The Raytheon Company (Raytheon), P.O. Box 11337, Tucson, AZ 85734-1337 (Point of Contact for Small Businesses interested in subcontracting - Andrew Volpendesta, Phone +1 (555) 000-0000, email contact@example.gov). Since 1994, Raytheon has been the sole developer, designer, and manufacturer for the Tomahawk Land Attack Missile. Raytheon solely possesses the current configuration and manufacturing data for the Tomahawk Block V and Va AUR missile, and is the only source capable of meeting scheduled thresholds for Fleet load outs of the Tomahawk Block V AUR missile. Raytheon maintains and controls both the Level III technical data package (TDP) and the manufacturing documentation for the Block V and Va AUR. TDPs adequate for competition of the Block V and Va AUR missile were not procured by the Navy. Because a detailed knowledge and expertise of the Tomahawk Block V and Va AUR missile is required to conduct tasking under this contract, Raytheon is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. All responsible sources may submit a capability statement, which shall be considered by the agency. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives.
