Full-Scale Emergency Exercise – Eastmain River, Waskaganish and Wemindji Airport

Transport Canada is seeking a contractor to plan and execute full-scale emergency response exercises at three remote airports in Quebec—Eastmain River, Waskaganish, and Wemindji—prior to October 16, 2026, to meet regulatory requirements under section 302.208 of the Canadian Aviation Regulations. The exercises must occur on weekdays between 9:00 a.m. and 4:00 p.m. in 2026 to ensure compliance, with exact dates to be determined after contract award. The contract is awarded under a Lowest Price Technically Acceptable (LPTA) evaluation process, meaning bids must first pass mandatory technical criteria, including at least two years of documented experience in delivering similar full-scale emergency exercises and submitted résumés showing qualified personnel, with selection then going to the lowest-priced responsive offer. The contract period runs from award through February 26, 2027, with deliverables performed at the three specified airport locations and all pricing required to be all-inclusive under Delivery Duty Paid terms, covering duties, taxes, and transportation costs. Proposals must be submitted as separate electronic PDF files by May 26, 2026, to the designated procurement specialist, and must include mandatory certifications regarding integrity, former public servant disclosures, and compliance with the Federal Contractors Program for Employment Equity. No security clearances are required, but contractors must be escorted in restricted areas, and personnel substitutions require prior written approval. The contractor must retain all records for seven years following final payment and allow audit access, and subcontracting requires written consent. Invoicing must include the contract number, GST/HST breakdown, and work description, with payment submitted via PDF or hard copy, and travel expenses requiring original receipts. Only the Contracting Authority is currently identified; the Project Authority and Technical Authority roles are pending assignment post-award.
