REISSUE OF A BID SOLICITATIONThis bid solicitation cancels and supersedes previous bid solicitation # 2022-P-002843-7440102 dated September 7, 2022 with a closing of November 4, 2022 at 2:00 PM EDT.Description of services required:Implementation and management services for The Outcome Fund for Education Results (OFFER) Project in Colombia.The period of the Contract is from date of Contract to March 31, 2028.The project will consist of four components:Establish and administer OFFER Trust Fund – includes financial management and reporting; administration of payments into and out of the OFFER; budgeting and forecasting; and board reporting.Education Pay-for-Results Challenges design and operations – includes ideating, designing and contracting each Pay-for-Results Challenge that the OFFER will launch in collaboration with sectoral stakeholders, monitoring and supporting selected initiatives.Procurement and oversight of the Verification Agent(s) – includes the procurement of independent Verification Agent services for all Pay-for-Results Challenges.Learning and System Strengthening – an explicit objective of the OFFER is to execute complementary strategies, which promote continuous learning and strengthening of the education system, supported by a contracted Learning Partner.
