The purpose of this amendment #1 is to attach the Q&A.


This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR part 12 and FAR Part 12.5, as supplemented with additional information included in this notice.  ASRC Federal Gulf State Constructors, LLC the Prime Contractor, is solicitying quotes on behalf of the Government.  No paper solicitations will be issued.


Funding Notice: 


IMPORTANT: Funds are not currently available.  Award cannot be made until funding is received.  By submitting a quote the vendor acknowledges:  No obligation exists on the part of AFGSC or the Government to award this requirement.  The Government and/or AFGSC reserves the right to cancel this solicitation at any time with no cost or claim.


Important Notice to Offerors:


It is the sole responsibility of all offerors to frequently check this posting for updates, amendments, Q&A responses, or changes.  Failure to acknowledge and comply with posted amendments may result in a quote being deemed non-responsive.


Description of Requirement:


The contractor shall furnish all labor, supervision, equipment, materials, tools, and transportation necessary to remove and replace two sets of double-leaf doors at Facility 171, Vance AFB, OK, ensuring compliance with the Architectural Barriers Act (ABA).


A complete Statement of Work (SOW), drawings, and bid form are attached to this solicitation.


Quote Validity:


Offerors shall ensure that all quotes remain valid for a minimum of 180 calendar days after the solicitation closing date of 07/07/2026. This extended timeframe will provide the Government with the strongest opportunity to secure the necessary funding and ensure continuity in the procurement process.  Quotes that do not remain valid for the full 180-day acceptance period may be considered non-responsive and may not be evaluated for award.


Bid Requirements:


The completed bid form attached in the SoW packet (Appendix B) must be emailed to Betty Kliewer; betty.kliewer.ctr@us.af.mil no later than July 08, 2026 11:00 AM CST.  No late offers will be considered or accepted after the deadline.


Basis for Award:


A Firm-Fixed-Price award will be made to the Lowest Price/Technically Acceptable (LPTA) offeror.


Site Visit:


A site visit will only be scheduled if enough offerors request one.


Interest vendors shall email the Purchasing Office no later than June 12, 2026, 10:00 AM CST to express interest.  If sufficient interest exists, a site visit date, time, and access instructions will be posted via amendment. No individual site visits will be arranged.


Questions and Answers (Q&A) Requirements:


A Questions and Answers (Q&A) Form is attached to this solicitation.   All vendor questions must be submitted using the form only. Questions submitted in any other format will not be accepted.  The deadline for submitting questions is June 22, 2026 at the COB.


All vendors must be registered and active in the System for Award Management (SAM) at the time of quote submission. Quotes submitted by vendors who are not active in SAM cannot be considered for award.
