Furnish and Installation of Pavement & Road Markings, Painting Services and Supplies

Texas A&M University – Central Texas is seeking qualified vendors to establish a master agreement for the Furnish and Installation of Pavement and Road Markings, Painting Services, and Supplies, with the contract set to commence on September 1, 2026, and continue for one year, automatically renewing for successive one-year terms up to a maximum of five years. The work will be performed across the university’s campus in College Station, Texas, and includes the application of reflectorized paint and thermoplastic markings meeting MUTCD and TXDOT standards, with specific requirements such as a minimum wet film thickness of 15 mils and glass bead application of at least 6 pounds per gallon. All markings must be applied without gouging surfaces, and removal of existing markings must be done using commercial equipment that preserves pavement integrity. The vendor must provide unit pricing for over 50 line items covering preparation, removal, restriping, and installation of wheel stops, speed bumps, and signage, with all prices locked in for the duration of the contract. Delivery must be F.O.B. Destination, Freight Prepaid and Allowed, to College Station, TX, with no additional shipping, handling, or fuel surcharges permitted, and vendors are solely responsible for cleanup and disposal of materials without using Texas A&M dumpsters. Vendors are required to submit a State of Texas Subcontracting Plan and three recent references detailing similar projects, and must meet stringent insurance thresholds including $1,000,000 per occurrence commercial general liability, $2,000,000 general aggregate, $5,000,000 umbrella coverage, and $1,000,000 automobile liability, all on an occurrence basis with a 30-day notice requirement for cancellation. Proof of insurance must be submitted and approved before any work begins and maintained throughout contract performance. Work must occur Monday through Friday, 8 a.m. to 5 p.m. CST, excluding university holidays, with on-site supervisors fluent in English present at all times. Vendors are strictly liable for any property damage, must comply with Texas A&M safety, drug-free campus, and noise regulations, and are required to conduct random drug testing. Payment is 100% Net 30 after receipt and formal acceptance of services with an uncontested invoice, and all changes require a written change order approved by Texas A&M Procurement Services.
