AI Contract Overview
The contract establishes a Blanket Purchase Agreement (BPA) for Furnishings Management Services (FMS) at Columbus Air Force Base, Mississippi, covering a base period from June 1, 2026, through May 31, 2027, with four one-year option periods extending through May 31, 2031. The BPA has a ceiling amount of $300,000 to cover all base and option years. The contractor is responsible for providing all necessary personnel, equipment, supplies, transportation, supervision, and materials—except government-furnished property—to perform furnishing logistics including receiving, inspecting, inventorying, issuing, transferring, storing, and delivering government-owned furnishings and appliances used in Unaccompanied Personnel Housing. Performance is primarily on a bi-weekly schedule, typically on Tuesdays, excluding mass move scenarios. Work locations include designated buildings and storage areas at the base. Contractor operations must comply with Air Force Instruction 32-6000 and the Performance Work Statement (PWS) that governs detailed service and quality standards. The solicitation is a total small business set-aside under NAICS code 484210, using a Lowest Price Technically Acceptable (LPTA) award strategy. Technical proposals are evaluated pass/fail based on factors such as approach, key personnel, and qualifications, and the award is made to the lowest-priced offer meeting the technical criteria. A site visit is scheduled and strongly encouraged for offerors before proposal submission. Contract administration requires use of electronic invoicing via the Wide Area WorkFlow (WAWF) system, and payment offices and inspection points are designated at Columbus AFB. Special requirements emphasize compliance with safety, security, and base access protocols, including stringent key control measures and damage prevention during movement operations. The contractor bears financial responsibility for lost or damaged government property. Proposal submission deadlines and contact information for the Contracting Officer and Contract Specialist are provided, with submissions accepted via email. The contract administratively incorporates FAR and DFARS clauses appropriate for small business procurements and Department of the Air Force operations.
