The Blanket Purchase Agreement (BPA) under solicitation FA302226R0003 is a total small business set-aside for Furnishings Management Services at Columbus Air Force Base, Mississippi, with a ceiling amount of $300,000 covering the base year and four optional one-year extension periods. The contract requires the contractor to provide all personnel, equipment, transportation, tools, and materials necessary to manage the movement, storage, inspection, and delivery of government-owned furnishings and appliances, primarily in unaccompanied personnel dormitories and AG Yard storage containers, on a bi-weekly or as-needed basis excluding mass moves. Services include receiving, issuing, transferring, and turning in items such as bedframes, mattresses, refrigerators, and laundry units, with full compliance mandated to Air Force Instruction 32-6000 and all applicable federal regulations. The Performance Work Statement governs all tasks and acceptance criteria, with inspection and acceptance occurring at the destination location under the sole authority of the Contracting Officer’s Representative. Proposals must demonstrate a technically acceptable approach through a detailed technical synopsis, qualification of key personnel, and adequate facilities, with award to be made on a Lowest Price Technically Acceptable basis. All pricing must be submitted in detail for the base period and each option year, and must avoid unbalanced pricing to prevent unacceptable risk to the government. Contractors must comply with stringent security and access protocols, including obtaining prior authorization for all personnel requiring base access, submitting complete Entry Authorization Listing documents before the site visit on April 23, 2026, and ensuring all personnel carry valid photo identification and comply with vehicle documentation requirements for driving on base. Access to restricted areas requires government escort, and contractors are financially liable for any lost or unaccounted-for keys or damage to government property, which must be reported immediately. All personnel must speak, read, and write English, and the employment of government employees, including off-duty military, is prohibited without written permission. Weapons are strictly forbidden on base, and protective measures such as moving blankets and floor runners must be used to prevent damage. Invoicing must be conducted electronically via Wide Area WorkFlow, and payment is processed through DoDAAC F87700. Compliance with numerous FAR and DFARS clauses is required, including those related to certifications on payments to influence federal transactions, security prohibitions, prohibition on procurement from sanctioned regions, and representations regarding former DoD officials and business operations with the Maduro regime.
