FY 2025-26 ADA Barrier Removal – Buckley Street Phase II

The City of Poway is soliciting bids for the FY 2025-26 ADA Barrier Removal – Buckley Street Phase II project, aimed at enhancing accessibility at the Community Park entrance through the construction of curb ramps, sidewalks, and handrails. The scope encompasses mobilization and demobilization, clearing and grubbing, concrete installation, curb outlet construction, ADA-compliant paint and signage, landscaping, and traffic control, with the contractor required to conduct construction surveying and obtain a Right-of-Way Permit at no cost prior to work commencement. The project is funded through federal programs including CDBG and HUD grants, and Section 3 requirements apply, mandating preference for businesses owned by low-income individuals or public housing residents, with a potential 10% price preference for qualified Section 3 entities in award decisions. The contract is governed by Davis-Bacon Act compliance, requiring certified payroll submissions and prevailing wage rates, and includes bonding requirements for performance and payment. Contractors must also implement hazardous material controls consistent with Title 22 CCR and 49 CFR, ensuring proper labeling, storage, and disposal of materials, with temporary containment facilities designed to withstand a 24-hour, 25-year storm event. All work must meet NPDES BMP standards and include erosion and sediment control measures. Submissions must include a completed bid package with bid bond or letter of credit, non-collusion affidavit, insurance and licensing documentation, subcontractor lists, worker classifications, and signed proposal forms, all to be delivered in sealed envelopes by the deadline of September 2, 2026. Invoicing will be processed electronically through the Virtual Project Manager system, and the contractor must maintain daily personnel reports and ensure compliance with equal employment opportunity and affirmative action obligations.
