THIS IS A NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a single source contract pursuant to Revolutionary FAR Overhaul (RFO) 12.102(a): For purchases not exceeding the simplified acquisition threshold (SAT), Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. The Government intends to solicit and negotiate with a single source under the authority of RFO 12.102(a). This notice of intent is not a request for competitive quotes. This synopsis is for informational purposes only. The Reference Number is A066997.


The 628th Contracting Squadron (628 CONS) located at 101 E. Hill Blvd, Joint Base Charleston (JB CHS), SC intends to award a firm-fixed-price purchase order for Base + 4 Option Years to Comcast Government Services, LLC. for the procurement of standardized broadband internet services for 758 permanent party dormitory rooms located across 21 buildings on Joint Base Charleston - Air Base (AB) and Naval Weapons Station (NWS). This requirement also includes the removal of existing internet services from unaccompanied housing dayrooms. The anticipated Period of Performance start date is 30 Sep 2026.


The contractor shall provide installation and all necessary equipment, to include 758 new, wall-mounted internet devices that offer both wireless service and an Ethernet port. The contractor shall provide a minimum acceptable internet speed of 100 Mbps for downloads and 20 Mbps for uploads, supporting both 2.4 GHz and 5 GHz frequencies, alongside a resident login landing page. The contractor will provide all technical support related to each account and shall be responsible for the replacement of all damaged equipment leased from Comcast. The contractor is required to invoice for bills from pre-funded CLINs identified for each account to ensure there will be no interruption of internet services to the dormitories located on Joint Base Charleston.


Comcast Government Services, LLC. is in the process of renewing their previous franchise agreement with JB CHS for internet services, therefore is the only vendor for the required services expected to be licensed to serve JB CHS in the near future.


This notice of intent to award is not a request for competitive proposals; however, responsible sources may submit a quotation that shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
