The Naval Sea Systems Command (NAVSEA) is planning a competitive procurement for the Fiscal Year 2005 Service Life Extension Program (SLEP) of Landing Craft, Air Cushion (LCAC) vessels. Firm fixed price contracts will be awarded to refurbish and upgrade a total of five LCACs in FY05, with potential options for two additional years (FY06 and FY07) covering six craft per year. The FY05 effort involves one craft at Assault Craft Unit Four (ACU-4) in Norfolk, Virginia, and four crafts at Assault Craft Unit Five (ACU-5) in Camp Pendleton, California. Up to two contracts may be awarded: one for the ACU-4 craft and one for the ACU-5 crafts. The scope includes significant repairs and upgrades such as buoyancy box repairs, gas turbine engine replacements, new skirt installations, integration of advanced Command, Control, Communication, Computer, and Navigation (C4N) equipment, plus other selected alterations and repair work. Work will adhere to government-issued specifications, drawings, and alteration records, and although offers are accepted nationwide, contractors must handle transportation if work is performed away from the ACU locations. The contractor awarded the ACU-5 contract will also serve as the central purchasing agent for certain contractor-furnished equipment like engines, C4N systems, and skirts for both ACUs. An industry day is planned at both ACUs in early June 2004 to provide potential bidders with facility tours and an overview of the craft and work scope; interested companies are requested to respond by May 10, 2004, indicating their interest, business size status, and planned attendees. The solicitation aims to maintain competition according to small business size standards and encourages feedback from prospective contractors before finalizing the solicitation planned for release in July 2004.
