The Strategic Systems Programs of the Department of Defense awarded a follow-on technical engineering services and hardware contract for the Common Missile Compartment covering fiscal years 2017 through 2022. This procurement, conducted under solicitation N00030-17-Q-0017 and NAICS code 541330, provides critical systems engineering services to integrate existing Trident II (D5) Submarine Launched Ballistic Missiles and Nuclear Reentry Bodies into new United States and United Kingdom submarine classes. The scope of work includes supporting the completion of submarine designs for both nations and providing early stage construction and test support specifically for the UK Successor class. Additionally, the contract covers the design and production of submarine launched ballistic missile servicing support equipment and specialized simulator test equipment. Due to the technical requirements and the inextricable link to existing work, the contract was awarded to Lockheed Martin Space Systems Company using other than full and open competition, as justified by 10 U.S.C. 2304(c)(1) and FAR 6.302-1. This sole-source determination followed a lack of interest from other vendors during the Sources Sought and Presolicitation notice periods.

Under the authorities of 10 U.S.C. 2304(c)(1) and 10 U.S.C. 2304(c)(4), Strategic Systems Programs (SSP) awarded a follow-on technical engineering services and hardware contract for the Common Missile Compartment. From FY17 through FY22, this procurement will provide systems engineering services to support integration of existing Trident II (D5) Submarine Launched Ballistic Missiles including Nuclear Reentry Bodies into new US and UK submarine classes. The engineering services procured will support completion of the submarine designs for both classes, and early stage construction and test support for the UK Successor class. SSP also procured engineering services to support the design and production of submarine launched ballistic missile servicing support equipment, as well as the development and production of specialized submarine launched ballistic missile simulator test equipment. This effort is inextricably linked to work already being performed by Lockheed Martin Space Systems Company under Contracts N00030-12-C-0058, N00030-12-C-0100, N00030-14-C-0013, and N00030-15-C-0005, which SSP awarded using other than full and open competition. A Sources Sought Notice was posted to the Federal Business Opportunities website on 31 May 2016. SSP did not receive any inquiries of interest. The Presolicitation Notice for this effort was posted on 1 September 2016 under Solicitation #N00030-17-Q-0017. Again, SSP did not receive any inquiries of interest.
