The FY17 Production and Deployed System Support (P&DSS) contract, solicited under number N0003016Q0100-NP1, authorizes the Department of the Navy's Strategic Systems Programs to procure information systems planning and refresh, propulsion viability, and system support equipment. This procurement, which includes Long Lead Material for FY18 requirements, is awarded to Lockheed Martin Space Systems Company as the sole responsible source possessing the unique facilities, tooling, and expertise necessary for the TRIDENT II (D5) missile system and flight test data acquisition. The agreement was approved by ASN(RDA) on May 16, 2016, pursuant to 10 U.S.C. 2304(c)(1). Due to the government's inability to accurately forecast the exact nature, extent, and cost of the work or the precise methods of performance, a Cost Plus Fixed Fee (CPFF) contract type was utilized to provide necessary flexibility. The period of performance commenced on October 1, 2016, with final deliveries expected by November 30, 2021. The contract is managed by the Strategic Systems Programs office located at the Washington Navy Yard, with NAICS code 336414.

Class J&A NOsp. 15,913, submitted to ASN(RDA) 1 March 2016, covers US requirements procured pursuant to 10 U.S.C. 2304(c)(1). ASN(RDA) approved the document on 16 May 2016. See Attachment. Several constraints prohibit the use of a fixed-price contract. Namely, the Government cannot establish in advance or accurately forecast the following: - The exact nature and extent of the work covered by this contract; The precise method of performing the work; and The cost of performing the work. Therefore, a CPFF contract is appropriate for this procurement. This contract type is flexible in nature and can change as the work progresses.
