Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract to remove and replace the roofs on buildings 1460E, and 456N at White Sands Missile Range (WSMR), New Mexico. This acquisition is 100% set aside for Women Owned Small Businesses (WOSB) under NAICS 238160 (Size Standard $15.0 Million). The magnitude of the procurement is estimated to be between $250,000 and $500,000 The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the WSMR Military Installation, at White Sands Missile Range, NM. The Wage Determination: General Decision Number: TBD; State: New Mexico; Construction Type: Building; County: Dona Ana County, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3,000,000.00, in accordance with FAR 28.101-2. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement.
