Aviation Research BAA 2025The Federal Aviation Administration (FAA) has issued Broad Agency Announcement 692M15-25-R-00004, titled Aviation Research BAA 2025, to support advanced aerospace and aviation research through a ten-year solicitation period running from December 5, 2024, to December 4, 2034. Administered by the William J. Hughes Technical Center in Atlantic City, New Jersey, this BAA invites proposals from industry, academia, and small businesses across multiple research domains including airport pavement engineering, structural integrity of metallic components, flight controls, fire safety, software and systems, and separation standards analysis. The solicitation has been amended multiple times to refine its scope, including the addition of new topics such as Advancing Concrete Strength Evaluation for Airport Pavement Design, Enhancement of Airport Pavement Layer Backcalculation Software (BAKFAA), and Nickel Anomaly Fatigue Testing, while removing outdated or redundant topics like the UAS Detection and Mitigation Research Program and a pavement roughness measurement initiative. Research efforts are primarily focused on improving pavement condition assessment, subsurface damage monitoring using embedded acoustic sensors, reflection cracking models in asphalt overlays, and field data analysis for engineering decision-making. Proposals must be submitted in two volumes: a Technical Volume not exceeding 25 pages and a Price/Cost Volume limited to 10 pages, with resumes for key personnel capped at three pages each and excluded from the page limits. Proposals must be in Microsoft Word or Adobe PDF format, use Times New Roman 12-point font, and comply with specific formatting rules. Cost proposals are evaluated for reasonableness, realism, and affordability but are not scored—award decisions prioritize technical merit, relevance to FAA’s research mission, team competency, project feasibility, and technical risk, with no lowest-price-not-technically-acceptable (LPTA) approach applied. Offerors must disclose organizational or personal conflicts of interest, provide detailed intellectual property rights assertions, and submit subcontracting plans if the award exceeds $750,000 and they are not a small business. All deliverables, including source and executable software code and technical data, must be submitted to the FAA. Proposals require active Unique Entity Identifiers from SAM.gov and adherence to representations and certifications for small business status and socioeconomic categories. Performance is expected to be conducted remotely or at the contractor’s facility, with inspections occurring on-site using FAA-recognized standards such as ASTM D534

Command Wide Broad Agency Announcement for Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Research, Development, Testing, and EvaluationThis Broad Agency Announcement (BAA) issued by the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) enables research, development, testing, and evaluation (RDT&E) efforts across thirteen technical topic areas critical to advancing naval expeditionary, shore, and underwater capabilities. The solicitation, identified as N39430-26-S-5000 and governed under FAR 6.102(d)(2) and FAR 35.016, is open for one year with annual renewal and seeks proposals in applied research (Category 6.2), advanced technology development (Category 6.3), or advanced component development and prototypes (Category 6.4). Topics span expeditionary construction and battle damage repair, logistics over the shore, waterfront and undersea facilities, shore energy systems, cybersecurity for facility controls, installation restoration and environmental compliance, marine species protection, marine energy development, and physical security technologies including tamper-detection and asset tracking systems. Offerors must align their proposed technologies with one or more of these priority areas to be considered for funding. Abstract submissions are limited to ten pages and must include CVs for the principal investigator and key personnel, submitted via email to designated NAVFAC EXWC contacts. Proposals undergo peer review based on scientific and technical merit, offeror qualifications, cost and schedule feasibility, and alignment with current command priorities and available resources. A critical requirement is registration in the System for Award Management (SAM) to obtain a Unique Entity Identifier, without which no award can be made. Funding is not reserved in advance; instead, qualifying abstracts are shared with other federal agencies to seek sponsorship, meaning submissions carry no guarantee of financial support. Offerors are advised to avoid including sensitive or proprietary information due to potential dissemination to third-party reviewers. Abstracts remain active for one year from submission, with notification of next steps typically provided within three months; unnotified submitters are assumed non-selected. Performance is expected to be coordinated from Port Hueneme, California, and includes attendance at an annual in-progress review in Santa Barbara, limited to two representatives per team. No contract clauses, fixed pricing, or set-asides are defined at this stage, and awards, when made, will likely follow cost-reimbursement mechanisms typical for RDT&E programs.

Synchronized Persistent Army Experimentation (SPARX)The Synchronized Persistent Army Experimentation (SPARX) initiative is a collaborative U.S. Army process designed to engage industry partners in advancing Army modernization goals through multi-domain experimentation. Managed by the Combat Capabilities Development Command (DEVCOM) and aligned under the Transformation and Training Command (T2COM), SPARX facilitates industry submissions of technology overviews that are pre-screened by subject matter experts to identify innovative capabilities suitable for integration into operationally relevant Army experimentation events. These technologies support the Army’s efforts to maintain overmatch across air, land, sea, space, and cyberspace domains by contributing to a campaign of collective innovation and experimentation. The process allows for streamlined submission and evaluation of technologies through a structured SPARX Technology Overview template, which captures detailed information including operational relevance, maturity (measured by Technology and Integration Readiness Levels), integration requirements, safety concerns, and vendor objectives. Notably, the program focuses on non-proprietary information and carefully screens submissions for compliance with U.S. supply chain security policies, especially regarding the origin of UAS components. This Request for Information (RFI), issued under solicitation number W91CPT25XSPRX by the Department of Defense at Aberdeen Proving Ground, Maryland, serves solely as an information gathering and planning mechanism rather than a contractual procurement. Amendments have clarified that submissions should avoid proprietary data and reflect technology readiness for potential inclusion in experimentation events managed independently by Army event planners. Prospective industry partners may submit technology overview documents at any time until the deadline of April 14, 2030. Smoothed submission processes encourage broad participation, with the understanding that participation in experimentation events involves coordination with event hosts and may necessitate additional documentation such as NDAs or proof of liability insurance. Selection for experimentation is qualitatively based on alignment with Army modernization priorities, operational applicability, and safety considerations rather than formal award criteria or contract clauses. The SPARX RFI does not obligate the Government to procure products or services and contains no standard FAR or DFARS contract clauses. Its principal purpose is to foster innovation by matching industry technological capabilities with experimental Army requirements in a transparent, secure, and collaborative environment.

Determination for Contract Consolidation for AFRL Multiple Award Contract AMACThe contract establishes an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) known as the AFRL Multiple Award Contract (AMAC), managed by the Air Force Research Laboratory (AFRL) located at Wright-Patterson AFB, Ohio. This contract consolidates various Science and Technology (S&T) requirements across AFRL under a unified vehicle to enhance operational efficiency, reduce acquisition cycle times, lower administrative costs, and improve overall contract management. The consolidation decision aligns with FAR 7.107-2 guidelines and has received appropriate approval, reflecting a strategic shift to leverage multiple-award IDIQ mechanisms to streamline procurement and foster competition, particularly among small businesses. The contract supports decentralized ordering authority with task orders issued across AFRL directorates, maintaining standardized terms and conditions to ensure consistency and administrative ease. It prioritizes award to firms with demonstrated expertise in S&T, utilizing a trade-off evaluation approach that emphasizes technical qualifications alongside cost considerations. Small business participation is a core element, with task orders potentially set aside for various socioeconomic groups including HUBZone, 8(a), Women-Owned Small Business (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, consistent with FAR and DFARS requirements. While specific contract values, option periods, and formal evaluation criteria are not detailed, the framework mandates SAM registration and federal certifications for offerors. Inspection and acceptance procedures fall under AFRL’s oversight, though specific locations and detailed criteria are determined at the task order level. Overall, this contract reflects a mission-driven consolidation effort designed to optimize the delivery of S&T services within the Department of Defense’s research framework, emphasizing efficiency, quality, and small business involvement.

The DTRA RD-CB mission was established by the Department of Defense (DoD) to provide state-of-the-art defense capabilities to allow military forces of the United States to operate and to successfully complete their missions in chemical and biological warfare environments. The scope of mission efforts and the priorities assigned to specific projects are influenced by changes in military and civilian Chemical and Biological Defense (CBD) science and technology, advanced developments, operational requirements, military threat assessments, and national defense strategies. To keep pace with defense capability requirements, the CBD Program (CBDP), as part of its mission, routinely promulgates chemical and biological research. The comprehensive research program encompasses both intramural and extramural sources, and the role of each is vital to the fulfillment of the CBDP objectives.

DTRA is seeking optimum approaches to meet technology objectives with a goal to identify and select science and technology projects that can be transitioned to joint acquisition programs.

Pitchbook Software Tool - Combined Sources Sought & Notice of IntentThe U.S. Government, through the Defense Threat Reduction Agency, intends to procure continued access to the PitchBook Software Tool on a sole source basis from Pitchbook Data, Inc, a Morningstar, Inc company, under the statutory authority of FAR 6.103-1, which permits noncompetitive procurement when only one responsible source exists and no other product or service will satisfy the agency’s needs. This requirement is for an annual subscription to a commercial, web-based market intelligence platform that delivers real-time access to private-market data, venture capital and private equity transaction histories, company profiles, financials, investor details, and industry analytics, with full online user access, data export and reporting capabilities, advanced search functions, and ongoing customer support—all without requiring installation or government-hosted infrastructure. Market research confirmed that PitchBook is the sole provider capable of delivering the specific combination of proprietary data coverage, analytical tools, and timeliness essential to DTRA’s mission, and no alternative solution would avoid unacceptable delays, cost duplication, or performance degradation. The anticipated contract is a Firm Fixed Price agreement with a base period and two optional years, and the acquisition is classified under NAICS 513210 with a size standard of $47 million. While the Government plans to proceed on a sole source basis, it is soliciting responses from other potential vendors through a combined Sources Sought and Notice of Intent to determine if competition is feasible. Interested parties must submit a capability statement in PDF format by July 29, 2026, at 12:00 PM EST, including their firm name, point of contact, phone, email, UEI, CAGE code, business size designation, and small business certifications if applicable, to Sharon Lightfoot at the designated email. Responses are for evaluation purposes only and do not constitute a solicitation for quotes or proposals, and the Government will not pay for submission costs. The final decision to proceed competitively or remain sole source rests solely with the Government, and any future competitive solicitation will be posted on the Governmentwide Point of Entry.
