2026 Regional Transportation Plan & Sustainable Communities StrategyThe 2026 Regional Transportation Plan and Sustainable Communities Strategy (RTP/SCS) is a long-range planning initiative led by the Stanislaus Council of Governments (StanCOG) to guide transportation improvements in Stanislaus County through 2049. This forecast project, categorized under NAICS code 541690, fulfills state and federal legal mandates and incorporates the Sustainable Communities Strategy to meet greenhouse gas emission requirements established by Senate Bill 375. The plan identifies specific transportation improvement projects and land use scenarios designed to reduce environmental impacts and meet air quality conformity standards. The project involves a comprehensive environmental review process under CEQA guidelines, including a Programmatic Environmental Impact Report (PEIR) developed with assistance from Rincon Consultants, Inc. This analysis addresses critical environmental factors such as air quality, biological and cultural resources, wildfire risks, and noise. The process includes a public review and comment period from July 10, 2026, to August 24, 2026, with public hearings scheduled for July and August 2026. Final adoption by StanCOG is expected in September 2026, followed by submission to state and federal agencies. HQ AMC/SG requires three TIS decontamination teams to be on standby for COVID-19 or other coronaviruses, MERS-CoV, SARS-CoV, Highly Contagious Tuberculosis, and Influenzas. Contract requirements include the following: - Decontamination Team: A team consists of two trained and certified biological decontamination specialists. Electrostatic spray decontamination of the TIS (up to 4 hours) may be required based on observation. - Disinfectant/Chemical: An EPA-approved disinfectant will be selected for the appropriate decontamination modality. The current method for COVID-19 is chlorine dioxide (CL02) through electrostatic sprayers at a minimum of 250 parts per million (PPM). The TIS Validation process is a pre- and post-testing of the CL02 concentration to ensure a valid dispersion of at least 250 PPM. - On Call: One decontamination team is required to be available within 12 hours of mission notification and ready to decontaminate at Joint Base Charleston, South Carolina. Additional decontamination teams are required to be available as the need arises and will require a minimum of 12 hours of mission notification and ready to decontaminate at Joint Base Charleston. - Decontamination may include, but is not limited to, COVID-19 or other coronaviruses, MERS-CoV, SARS-CoV, Highly Contagious Tuberculosis, and Influenzas. Other decontamination methods may vary based upon the virus or biological hazard. All decontamination needs to be performed within industry standards. All waste needs to be treated, packaged, and disposed of on-site or will return with the decontamination team according to Standard Operating Procedures already developed. The decontamination process can take place either directly on the aircraft, or the decontamination team(s) cab disassemble the TIS unit. If decontamination is performed inside the aircraft, the process can be done in approximately six hours depending on temperature and humidity levels. This can be performed even more quickly while in flight drying. The decontamination process and chemicals used is laid out in the proposal provided by SafetyPlus, LLC (CAGE Code: 4C650). The most urgent and immediate need of HQ AMC/SG is for Emergency Standby/On Call personnel for two two-person decontamination teams for either the Continental United States (CONUS) or Outside Continental United States (OCONUS). These standby teams are to be ready at Charleston AFB, South Carolina, and are to have the capability to deploy to additional CONUS and OCONUS bases as the COVID-19 situation evolves and changes. However, there is an anticipated ongoing need for TIS Decontamination services.

AMC/A6 Information Technology Needs Commercial Solutions Opening (CSO) - Amendment 04
Solicitation # FA445226SC001
The Air Mobility Command (AMC) A6 Information Technology Needs Commercial Solutions Opening (CSO), solicitation FA445226SC001, is a competitive solicitation managed by the 763rd Enterprise Sourcing Squadron to obtain innovative IT solutions for secure and scalable infrastructure transformation. While the overall CSO is unrestricted and open until February 26, 2031, specific Areas of Interest (AOIs) carry their own requirements. Area of Interest 1, focused on Base IT Modernization, is specifically set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs). This effort aims to replace outdated legacy systems with a modern architecture integrating core, cloud, and edge environments to improve operational efficiency, data sharing, and warfighter effectiveness across up to 15 installations. The procurement utilizes a two-step selection process beginning with a white paper submission, which must include company information, a technical solution, and a total project price. Selected offerors will then be invited to submit a detailed approach. Evaluation is based on technical merit and importance to the agency, with the government seeking the most innovative and affordable solutions. Resulting awards are anticipated to be Firm-Fixed Price contracts or Other Transactions for Prototype Projects. Technical requirements for the modernization effort include a comprehensive end-to-end solution encompassing site surveys, design, installation, and system acceptance testing. Contractors must ensure all personnel possess a minimum of a Tier 3 Security Investigation with Secret eligibility and maintain a Secret facility clearance. Additionally, the contractor is responsible for providing documentation to support the Assessment and Authorization process to achieve an Interim Authority to Test and must ensure full traceability of hardware and software components in compliance with the Trade Agreements Act.

Airlift Efficiency Commercial Solutions Opening (CSO)
Solicitation # FA4452-25-S-C001
The Airlift Efficiency Commercial Solutions Opening (CSO), solicitation FA4452-25-S-C001, is a competitive, unrestricted effort hosted by the 763rd Enterprise Sourcing Squadron for the Air Force Operational Energy Office. The program seeks innovative commercial technologies and services to improve airlift efficiencies for military and commercial transport aircraft. The solicitation follows a two-step process consisting of an initial Solution Brief and a subsequent Detailed Approach for invited participants. Awards will be made as Firm-Fixed Price contracts or Other Transaction Agreements, with evaluations weighted equally across technical merit, importance to the agency, and price. The first Area of Interest (AOI) focuses on a dual-use propulsion system engine with 35,000 to 50,000 lbs of thrust, intended for the C-17 Globemaster and Blended Wing Body (BWB) platforms. Key requirements include compliance with current and future emissions standards, entry into service by 2030, and a scalable production plan capable of delivering up to 80 engines per month by 2037. The government strongly encourages cost-share arrangements or unconventional project financing to mitigate development risks. Solution briefs for this AOI are due by March 13, 2025, and must be submitted as unclassified documents.
