The NAVFAC drawings and specifications for this RFP are marked "CONTROLLED UNCLASSIFIED INFORMATION", therefore, the NAVFAC drawings and specifications are considered "covered defense information”.  Additionally, the RFP, including drawings and specifications, shall only be released to U.S. Citizens of U.S. Companies that have been vetted as eligible.


All contractor personnel handling and accessing the RFP documents must FIRST be vetted as U.S. citizens of U.S. Companies prior to receiving any RFP documents.  Additionally, all subcontractors (at any tier) and suppliers intending to submit a quote for the work on the secure space must be vetted as a U.S. Company and personnel vetted as U.S. citizens before receiving any RFP documents.  Submit the following forms to Jacqueline Sivongxay at jacqueline.y.sivongxay.civ@us.navy.mil.


  1. U.S. Company Certification form,
  2. U.S. Citizen Certification form with proof of U.S. citizenship, and
  3. Signed Non-Disclosure Agreement

Vetting of forms may take up to 45 calendar days.  Late submission of forms may result in delays in receiving the RFP documents or in vetting Companies and/or personnel prior to the proposal closing date. 


NOTE:  Offerors shall designate a primary Point-of-Contact who will be responsible for managing and submitting the required forms and proof of U.S. citizenship for its employees and subcontractor/supplier Companies and employees and to liaison with the Government.  Forms shall be submitted in alphabetical order first by Company Name and then alphabetically by Last Name of individuals of the Company.  Also, a List of Personnel for each Company shall be submitted.


The RFP, including the drawings and specifications, can be accessed at https://sam.gov.  Printed copies of the RFP will not be issued.  Contractors must register at the System for Award Management (SAM) website https://sam.gov to obtain access to the RFP documents.  Registration instructions can be found on the SAM website.  Once registered in SAM, the Offeror’s designated primary Point-of-Contact must request explicit access to the controlled RFP documents.  An email will be forwarded once the contracting office has approved or declined the request.  Approved contractors may view and/or download the controlled RFP documents. Offerors shall be responsible for distributing the RFP to eligible subcontractors and suppliers whose forms have been received and who have been vetted as eligible. 


The work for this project includes constructing a secure Phase 2 space within the existing J-301 Consolidated Headquarters project at Naval Support Activity(NAVSUPPACT) Marine Corps Base (MCB), Guam.
