The contract calls for a design-bid-build construction project to upgrade electrical, civil, and structural components related to the east and west shore power connections at Pier D, Naval Base Kitsap in Bremerton, Washington. With an estimated cost ranging between $100 million and $250 million, the project will span approximately 2,000 days post-award. The contract falls under NAICS code 237130, covering power and communication line construction, and requires that large business concerns submit acceptable subcontracting plans compliant with small business subcontracting requirements. There is recognition that although small business participation was solicited, it is unlikely multiple small business proposals will be received, leading to a recommendation for unrestricted competition. The solicitation will be issued electronically around early February 2025 with proposals due about a month later. Amendments and solicitation documents will be accessible solely through the Procurement Integrated Enterprise Environment (PIEE) portal, requiring all interested offerors to register on PIEE and in the System for Award Management (SAM). The Department of Defense’s Naval Facilities Engineering Systems Command Northwest is managing this procurement, offering a point of contact for inquiries. Additionally, a prior Request for Information and market survey addressed the potential application of Project Labor Agreements and gathered industry input on labor availability and cost impacts given the significant scale of the project. Overall, this large-scale infrastructure upgrade supports Naval Base Kitsap’s operational readiness by modernizing key shore power capabilities to meet current and future needs.
