U.S. Embassy Mexico—International Narcotics & Law Enforcement Affairs (INL Mexico) CONOCER Criminal Analyst Certification Services
Solicitation # 19AQMM26Q0469
Solicitation 19AQMM26Q0469 is an unrestricted Indefinite Delivery Indefinite Quantity (IDIQ) procurement issued by the U.S. Embassy Mexico's International Narcotics and Law Enforcement Affairs (INL Mexico) office. The primary objective is to strengthen the capacity of Mexican state and federal crime analysts by providing certification services under the CONOCER Competency Standard, specifically targeting up to 850 analysts in Competency Standard 1599 to improve investigative quality and reduce impunity for high-impact crimes. The contract is structured as a Firm Fixed Price (FFP) agreement with a five-year ordering period running from December 1, 2026, to November 30, 2031. The scope of work includes evaluation services, the issuance of certifications, and associated travel and VAT reimbursements, with performance occurring at various locations across Mexico. To be eligible, the contractor must be formally registered as a CONOCER Evaluation and Certification Institution and assign qualified personnel, including a CONOCER Evaluator for the 1599 Competency Standard. Award will be based on a trade-off approach where technical factors—specifically key personnel, technical approach, relevant corporate experience, and past performance—are deemed more important than the evaluated price. The evaluation process focuses on the greatest value to the government rather than a numerical formula. Administrative requirements include electronic invoicing via the Invoice Processing Platform (IPP) and adherence to strict submission guidelines, with the final response deadline set for November 1, 2026.

The United States Air Force's 496th Air Base Squadron, Contracting Flight at Moron Air Base in Spain, is conducting market research to identify potential sources capable of providing a wide range of construction services under a Multiple Award Construction Contract (MACC). The scope includes design-build, sustainment, maintenance, repair, alteration, renovation, and minor construction projects, covering both residential and commercial facilities for the Moron Air Base Military Community. The procurement aims to determine the most suitable acquisition strategy by assessing industry interest and capabilities, with the NAICS code 236220 indicating a focus on commercial and institutional building construction. The contract will support various construction needs, and the government is seeking responses from qualified firms by February 6, 2025, to inform their planning process. The solicitation, titled "FY25 Multiple Award Construction Contract Sources Sought," was posted on January 16, 2025, and includes contact points for inquiries. The government emphasizes that this market research will guide the procurement approach, ensuring the selected contractor(s) can meet the diverse construction requirements efficiently. Additionally, related documentation addresses specific questions about storage requirements for AFFF (Aqueous Film-Forming Foam), highlighting geographical constraints for storage within 50 miles of Norfolk Naval Base, although this detail pertains to a different but possibly related procurement activity. Overall, this effort underscores the government's intent to engage industry early, gather pertinent information, and develop an effective strategy for future construction projects at Moron Air Base.
