AI Contract Overview
The contract entails performing rehabilitation and requalification of helium trailers, with two main scopes: a Minimal Scope involving periodic requalification and limited rehabilitation, and a Full Scope which includes periodic requalification along with complete disassembly and full refurbishment as required by the customer. The contractor must handle specific and ad-hoc tasks according to program needs and their standard operating procedures, detailing the steps and timelines from the receipt of the trailer until its return to the government. Key processes include documenting the condition upon arrival, creating detailed work orders with traceable material and component information, purging and venting units with inert gas, and conducting either minimal or full disassembly based on the chosen scope. Further responsibilities cover thorough chassis and frame refurbishment through grit blasting and inspection of all components, USDOT tube requalification via hydrostatic, ultrasonic, or acoustic emission testing in line with regulatory standards, and manifold inspection and reconditioning. Reassembly includes correctly positioning tubes with protective webbing, recording tube serial numbers and locations, and applying decals per regulations. Pressurization and leak testing must be performed according to tube pressure classification, with final venting before shipment. The contract requires a comprehensive final quality assurance inspection and documentation, ensuring all test reports are maintained and shared electronically with the customer. This procurement is a small business sole source under NAICS 336212, managed by the Department of Homeland Security’s Customs and Border Protection, with performance in Creedmoor, North Carolina.

DISASSEMBLY Equipment will undergo Full Scope or Minimal Scope rehabilitation. E. CHASSIS/FRAME REFURBISHMENT Chassis/frame shall be grit blasted to gray metal followed by visually inspecting all electrical, pneumatic, mechanical, and structural components for damage, wear, distortion, or any other forms of potential failure. F. USDOT TUBE REQUALIFICATION Tubes shall be hydrostatically, ultrasonic emission, and/or acoustic emissions tested in accordance with most current publication of Title 49 CFR, CGA Publication C-1, CGA Publication C-18, or applicable USDOT exemption (i.e. DOT-SP 12629). G. MANIFOLD INSPECTION AND TEST 1. The manifold and its accessories shall be inspected and reconditioned as required prior to reassembly. The manifold shall be free of structural defects and leakage. Tube location chart shall be made noting each tube by serial number and location. 3. Decals shall be applied in accordance with customer specification and USDOT regulations. I. PRESSURIZATION/LEAK TEST AND MOISTURE 1.High Pressure Tubes (HPT) (900 PSI OR ABOVE) The manifold shall be installed, all valves closed and pressurized to 1.25 times working pressure. 2. Low Pressure Tubes(LPT) (LESS THAN 900 PSI) The tubes shall be pressurized to maximum working pressure or 100 psi. 3.The test gas shall be vented to a positive residual pressure of 20 psig before the unit is shipped. J. FINAL INSPECTION 1. Quality Assurance shall conduct final inspection and shall be recorded on the final inspection checklist, WG-107. 2.
