FY26 EFB Sanitization

The Government is soliciting bids for the permanent hardware modification and sanitization of thirty Government-furnished iPad Air M3 devices to meet strict operational security standards. The contractor must physically remove and permanently disable all internal communication and recording components, including Bluetooth, Wi-Fi, cellular modules, front and rear cameras, and microphones, while ensuring the core functionality of the devices—screen, processor, and power systems—remains fully operational. All work must be performed at the contractor’s facility, and completed devices must be delivered within 30 calendar days of contract award to a designated location at McConnell Air Force Base, Kansas. Each modified device must be accompanied by a detailed certification report confirming the successful removal and non-functionality of all prohibited components, and the Government will conduct inspection and acceptance at the delivery point based on criteria outlined in the Performance Work Statement, including physical verification, functional testing, and connectivity failure validation. This is a Firm Fixed Price contract awarded under a Lowest Price Technically Acceptable (LPTA) evaluation methodology, where technical acceptability is a pass/fail determination and price is the sole differentiator among compliant offers. The solicitation is restricted to Women-Owned Small Businesses (WOSB) under NAICS code 811210, and offerors must comply with all applicable FAR and DFARS clauses, including those governing government property, cybersecurity (DFARS 252.204-7012 and 7018), safeguarding defense information, and prohibitions on covered telecommunications equipment. Proposals must be submitted as a single PDF not exceeding five pages, with required representations and certifications under FAR 52.212-3 including UEI and CAGE codes, size status, and disclosures related to subcontractors and ownership structure. All invoicing must be processed electronically through Wide Area WorkFlow (WAWF), and payments will be routed using specified DoDAACs. Offerors must also adhere to environmental restrictions prohibiting the use of Class I ozone-depleting substances and ensure personnel accessing McConnell AFB possess Real ID-compliant identification.
